2. Authoritya. The CSS has all the same authorities as listed for the<strong>Construction</strong> Inspector.b. The CSS also has the authority to request anydocuments needed to show pro<strong>of</strong> <strong>of</strong> payment toContractors and Sub-Contractors or material suppliersfor the verification <strong>of</strong> bonding amounts.c. The CSS also has the authority to order thedeveloper/contractor (at their cost) to performsurveys, materials testing or other engineeringinspections as may be required to insure that thestandards in this manual, NCDOT Standard<strong>Specifications</strong> and/or Manufacturers guidelines areadhered to.d. CSS also has the authority to interpret theconstruction drawings, specifications andmanufacturers guidelines and make changes asneeded.3. Limitationsa. The CSS may not approve or disapprove anychanges in the scope <strong>of</strong> work as approved by theBoard <strong>of</strong> Aldermen.b. The CSS may not specify the contractor’s means andmethods <strong>of</strong> construction; however, he may makerecommendations. If the Contractor’s means andmethods are producing work that does not meet thestandards <strong>of</strong> this Manual, the CSS or Inspector willnotify the contractor that he/she must change toconform to these requirements.c. The CSS is not responsible for the safety programsinstituted by the contractor or required by theOccupational Safety and Health Act.d. The CSS is not responsible for the enforcement <strong>of</strong> the
