2. Authoritya. The CSS has all the same authorities as listed for theConstruction Inspector.b. The CSS also has the authority to request anydocuments needed to show proof of payment toContractors and Sub-Contractors or material suppliersfor the verification of bonding amounts.c. The CSS also has the authority to order thedeveloper/contractor (at their cost) to performsurveys, materials testing or other engineeringinspections as may be required to insure that thestandards in this manual, NCDOT StandardSpecifications and/or Manufacturers guidelines areadhered to.d. CSS also has the authority to interpret theconstruction drawings, specifications andmanufacturers guidelines and make changes asneeded.3. Limitationsa. The CSS may not approve or disapprove anychanges in the scope of work as approved by theBoard of Aldermen.b. The CSS may not specify the contractor’s means andmethods of construction; however, he may makerecommendations. If the Contractor’s means andmethods are producing work that does not meet thestandards of this Manual, the CSS or Inspector willnotify the contractor that he/she must change toconform to these requirements.c.
