UHF/700 MHz P<strong>25</strong> <strong>Radio</strong> Communications System<strong>Request</strong>ion <strong>for</strong> <strong>Proposals</strong><strong>Caroline</strong> <strong>County</strong>, <strong>Virginia</strong>2.5 Addenda to the RFPDuring the proposal period, the <strong>County</strong> may issue written addenda to each person, firm,or corporation who has secured a copy of these specifications, making changes orcorrections to the specifications as issued. Such changes or corrections shall beincluded in the work and/or materials covered by the proposal, and such addenda shallbecome part of the specifications and contract.2.6 Award of ContractThe <strong>County</strong> intends to award a contract(s) <strong>for</strong> the complete system. However, the<strong>County</strong> specifically reserves the following rights, consistent with procuring a system thatbest meets the needs of the <strong>County</strong> and system users:A. The <strong>County</strong> reserves the right to accept or reject any or all proposals or anyportion thereof.B. The <strong>County</strong> reserves the right to accept all or part of any proposal dependingsolely upon the requirements of the <strong>County</strong>.C. The <strong>County</strong> reserves the right to seek clarifications of any proposal submitted orspecific aspects of any proposal prior to the award of the contract. After seekingsuch clarification, the <strong>County</strong> will allow the PROPOSER an opportunity to providethe requested clarification.D. The <strong>County</strong> reserves the right to adjust item quantities and/or reconfigure thecommunications system in the best interest of the <strong>County</strong> subsequent to awardof the contract.E. If multiple contracts are awarded, in lieu of a turnkey contract, the <strong>County</strong> mayeither:1. Negotiate additional scope with one or more of the successfulRESPONDENTS to assume Prime Contractor status, or2. Provide system integration or prime contractor services provided theSELECTED VENDOR has submitted a proposal <strong>for</strong> those services.F. The <strong>County</strong> reserves the right to award to other than the lowest bidder if deemedin the best interest of the <strong>County</strong>.May 27, 2011 Page 23 of 134
