Any infrastructure component, which does not have FRUs that can cause acritical failure if it were to fail. Examples could include Base StationAntennas and other non-modular components.3. Power supplies4. Test measurement, calibration and repair kits5. Diagnostic equipment to support County maintenance activities6. Spares for less critical items shall also be enumeratedC. The list shall include items that will rapidly and completely restore all criticalsystem functionality with the least amount of effort, e.g., board replacementinstead of troubleshooting to component level when a critical unit has failed.D. The quantities of spares in the list shall be appropriately sized to accommodateequipment quantities in the system.E. The list shall define the primary equipment category each spare kit supports,e.g., transceiver board for a repeater, interface board for a console, etc.F. The system engineering design documentation shall include a narrative on theRESPONDENT’s ability to replace failed units from stock and the process andtiming to repair, replace, and return failed units delivered for repair.G. System engineering design documentation shall also include the life cycle ofequipment, parts, and other maintenance support for the system.10.5 Post-Warranty MaintenanceA. OPTION, the RESPONDENT shall propose maintenance services forsubsequent years, renewable on an annual basis.B. The RESPONDENT shall fully describe the terms and conditions of themaintenance services in the Proposal.C. The SELECTED VENDOR shall indicate who the local authorized repair facilitywill be for post warranty repairs upon completion of the Detailed Design Reviewprocess.May 27, 2011 Page 85 of 134

The SELECTED VENDOR shall attend monthly project and constructionmeetings as deemed necessary by the County prior to and during installation.Additional meetings may be scheduled at the discretion of the County.B. If any changes in the overall timeline occur, the SELECTED VENDOR shallupdate the project schedule for discussion during these project meetings.C. The SELECTED VENDOR shall provide written minutes of all meetings no laterthan five business days after the meeting.11.2 Cutover PlanA. The SELECTED VENDOR shall be responsible for planning and coordinating theimplementation of all equipment, subsystems, and the overall system.B. Execution of the cutover plan shall ensure that new systems are brought onlinewith minimum interruption to all existing systems and communications.C. During final design, the SELECTED VENDOR shall deliver a preliminary cutoverplan describing how the radio system will be phased over into a fully operationalsystem.1. The SELECTED VENDOR shall successfully complete all tests and trainingprior to the actual cutover of systems.2. The SELECTED VENDOR shall provide the necessary labor to cutoverfrom existing systems to the proposed system.3. The plan shall include the schedule and procedures associated with thetransition of each operational user group. The plan shall specifically addresshow the existing users will begin using the new system with minimaloperational impact.4. The plan shall provide detailed component or subsystem cutover plans, andspecifically delineate between systems that affect and do not affect ongoingoperations.5. The County reserves the right to approve and change the cutover plan as itrelates to any or all system components.May 27, 2011 Page 86 of 134
