UHF/700 MHz P25 Radio Communications SystemRequestion for ProposalsCaroline County, Virginia1. The County shall conduct an inspection of the installations upon substantialcompletion. Any deficiencies shall be documented on a single punch listand provided to the Contractor for resolution.2. Final acceptance testing shall not commence until all punch list items areresolved.11.5 FleetmappingA. The SELECTED VENDOR shall develop the actual fleetmap with input anddirection from the County. The fleetmap shall contain at a minimum:1. Talkgroup ID2. Agency3. Emergency actions4. Encryption capability5. Roaming capability6. PriorityB. The SELECTED VENDOR shall also develop subscriber programmingtemplates. These templates shall have the basic features and functions definedfor a particular subscriber and user type. Templates shall be developed on a peragency basis.C. Prior to programming subscriber units, a set of radios shall be programmed witheach template. The County will test these radios and approve or recommendchanges to the templates.D. Once the fleetmap and templates are approved and completed, the SELECTEDVENDOR shall use these for installation of subscribers and for furtherconfiguration of the system. The contractor shall submit these with the final asbuiltdocumentation.11.6 Coverage TestingA. RESPONDENT shall submit a preliminary Coverage Acceptance Test Plan(CATP) with the Proposal. Coverage testing shall commence only after the radio system is fully testedand aligned. Significant changes to the system will require retesting ofcoverage at the County’s discretion.3. The SELECTED VENDOR shall perform two types of coverage testing:a. Automated objective mobile drive testingb. Non-automated subjective DAQ testing (intelligibility testing)Automated and intelligibility testing shall be complementary and serve tofully verify that coverage requirements are met both technically andoperationally.4. Test Configurations:a. Testing configurations for automated and intelligibility testing shallrepresent typical operating configurations to the greatest extentpossible, using portable and mobile radio equipment to be used withthe system.b. Automated Objective Mobile Drive Testing:1) The SELECTED VENDOR shall test both the signal leveland Bit Error Rate (BER), as applicable, at a statisticallysignificant number of test locations throughout the Countyutilizing automated test equipment such as an STI-9400 orequivalent.2) Inaccessible grids shall not count as either a pass or fail inthe statistical analysis.c. Non-Automated Subjective DAQ Testing:1) Non-Automated subjective DAQ coverage testing shall beconducted using typical portable radios supplied with thesystem.2) Talk-out and talk-in performance shall be documented.3) The SELECTED VENDOR shall provide a standardizedtest form for testing.May 27, 2011 Page 90 of 134
