Actual performance<br />

Two half-yearly trend analysis reports on fraud, corruption<br />

and serious maladministration covering <strong>the</strong><br />

periods, 1 April 2007 <strong>to</strong> 30 September 2007 and 1<br />

Oc<strong>to</strong>ber 2007 <strong>to</strong> 31 March 2008 have been compiled<br />

and submitted <strong>to</strong> executive management.<br />

The reports highlighted <strong>the</strong> prevalence <strong>of</strong> <strong>the</strong>se cases<br />

and <strong>the</strong> possible causes <strong>the</strong>re<strong>of</strong>.<br />

Two briefing sessions were held with NIA which<br />

under<strong>to</strong>ok <strong>to</strong> conduct <strong>the</strong> Threat Risk Analysis (TRA).<br />

This would put <strong>the</strong> De<strong>part</strong>ment in a better position <strong>to</strong><br />

develop a vetting plan.<br />

Request was made <strong>to</strong> <strong>the</strong> Human Res<strong>our</strong>ce unit<br />

<strong>of</strong> <strong>the</strong> DCS <strong>to</strong> conduct a work study for <strong>the</strong> Vetting<br />

Fieldwork Unit. This was finalised at end <strong>of</strong> September<br />

2007 and approval for <strong>the</strong> structure was granted<br />

during Oc<strong>to</strong>ber 2007.<br />

Members <strong>of</strong> <strong>the</strong> Integrity Desk which fell within <strong>the</strong><br />

DIU attended a security c<strong>our</strong>se at NIA in preparation<br />

for <strong>the</strong> task.<br />

The Vetting Policy was approved by <strong>the</strong> Minister during<br />

September 2007.<br />

Whilst awaiting establishment <strong>of</strong> <strong>the</strong> Vetting Fieldwork<br />

Unit <strong>the</strong> Integrity Desk unit continued <strong>to</strong> coordinate<br />

<strong>the</strong> vetting process through <strong>the</strong> submission <strong>of</strong> vetting<br />

forms, and pre-employment screening <strong>to</strong> NIA. Of 897<br />

vetting forms 523 were sent back <strong>to</strong> <strong>of</strong>ficials <strong>to</strong> rectify,<br />

344 were submitted for vetting and 30 clearances<br />

were received from NIA. NIA also did <strong>the</strong> pre-employment<br />

screening <strong>of</strong> senior managers.<br />

Also whilst awaiting <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> Vetting<br />

Fieldwork Unit twenty awareness workshops on vetting<br />

were conducted nationally.<br />

The Vetting Fieldwork Unit was established and redeployed<br />

<strong>to</strong> <strong>the</strong> Security Standards section with effect<br />

from 1 November 2007.<br />

DCS complied with <strong>the</strong> Cabinet decision for <strong>the</strong> establishment<br />

<strong>of</strong> vetting units by de<strong>part</strong>ments. Pre-employment<br />

screening <strong>of</strong> senior managers ensured that<br />

reputable candidates are appointed.<br />

56 disciplinary hearing cases relating <strong>to</strong> fraud and<br />

corruption finalised during this financial year. Conviction<br />

rate 96,5%. (30 dismissals, 17 written warnings,<br />

2 acquittals, 1 suspension for two months without<br />

pay, 4 resignations, 1 demotion and 1 withdrawn due<br />

<strong>to</strong> non-availability <strong>of</strong> witnesses).<br />

Cases referred by DIU for disciplinary hearing include<br />

<strong>the</strong> following high pr<strong>of</strong>ile cases:<br />

a)<br />

The Qalakabusha Escape where 13 members<br />

were charged in 6 different hearings. The status<br />

<strong>of</strong> <strong>the</strong> case is 11 finalized and 2 outstanding<br />

(8 dismissals, 1 demotion, 2 acquittals, and 2<br />

outstanding). The case against <strong>the</strong> outstanding<br />

members is <strong>part</strong>ly-heard and continued on 19<br />

May 2008.<br />
