2.5.5 Programme 5: Development<br />

Purpose: Provide needs-based personal development programmes and services <strong>to</strong> all <strong>of</strong>fenders.<br />

Measurable objective: Provide needs-based educational, skills and o<strong>the</strong>r development-related programmes,<br />

<strong>to</strong> facilitate <strong>the</strong> reintegration <strong>of</strong> <strong>of</strong>fenders in<strong>to</strong> communities.<br />

The National Youth Service Literacy Programme has commenced with <strong>the</strong> training <strong>of</strong> 240 <strong>of</strong>fenders between <strong>the</strong><br />

ages <strong>of</strong> 18–35 years as ABET facilita<strong>to</strong>rs at a NQF level 5. This is a project in <strong>part</strong>nership with <strong>the</strong> Umsobomvu Youth<br />

Fund spearheaded by <strong>the</strong> Presidency.<br />

Establishment <strong>of</strong> 10 computer based training centres for <strong>of</strong>fenders. Computer Based Training forms an integral <strong>part</strong><br />

<strong>of</strong> <strong>the</strong> subject Life Orientation within <strong>the</strong> National Curriculum Statement for grades 10 – 12 as well as <strong>the</strong> National<br />

Curriculum Vocation. DCS has embarked on this national project <strong>to</strong> ensure that presentation <strong>of</strong> <strong>the</strong> curricula within<br />

DCS is aligned with national requirements.<br />

The De<strong>part</strong>ment <strong>of</strong> Correctional Services entered in<strong>to</strong> a <strong>part</strong>nership with <strong>the</strong> Shuttleworth Foundation during 2006<br />

with <strong>the</strong> aim <strong>of</strong> establishing a pilot ICT Skills Programme at two identified correctional centres, Malmesbury and<br />

Pollsmoor, respectively – The Open S<strong>our</strong>ce Learning Centre Programme. The pilot project concluded in 2007 with a<br />

100% pass rate. The two mentioned centres were <strong>the</strong> 1st Open ICDL centres world-wide in a Correctional Centre.<br />

The ICDL Foundation, Ireland has recognized <strong>the</strong> Minister <strong>of</strong> Correctional Services and <strong>the</strong> De<strong>part</strong>ment <strong>of</strong> Correctional<br />

Services as a world finalist for an innovation award for <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Open ICDL programme. This<br />

achievement was also commended by Parliament and received accolades from <strong>the</strong> Portfolio Committee on Corrections.<br />

The De<strong>part</strong>ment <strong>of</strong> Correctional Services was involved in <strong>the</strong> Internal ‘Second Chances’ conference hosted by The<br />

President’s Awards for Youth Empowerment. The aim <strong>of</strong> <strong>the</strong> conference was <strong>to</strong> share best practice, knowledge and<br />

first hand experience with colleagues from Correctional Facilities internationally. Correctional Services South Africa<br />

was used as an example since DCS is one <strong>of</strong> <strong>the</strong> first countries internationally that has implemented <strong>the</strong> President’s<br />

Awards programme (under <strong>the</strong> Internal Awards) with success within a correctional environment.<br />
