Actual Performance
The Correctional Assessment Team, amongst others,
is made up of professionals and the structure is not in
place due to lack of professionals in DCS.
The proposal made is to utilize the services of
Correctional Assessment Officials (CAO’s) who, once
appointed will be responsible for the assessment and
profiling of offenders.
In an effort to appoint CIOs, selection criteria and
specifications for training of these officials have been
developed.
Job descriptions have also been developed.
Officials trained in all COE and 25% other Centres.

Centres and Officials were trained and orientated
on compiling a structured day programme and on
rostering activities.
All COE’s indicated that they are implementing the
structured day programme. Site visits highlighted that
the degree of implementation differs across centres.
In the financial year under review offenders were
assessed using the assessment tools which were
designed for the CAT.
The regions experienced difficulty in fully implementing
the tools due to a lack of capacity.

The baseline on total number of offender population
was established =104 512 as on 01 April 2007.
23% of the relevant offender population = 24 038.
Offenders with Correctional Sentence Plans = 9 836
(41%) and offenders with Correctional Sentence Plan
Revision Framework = 8 776 (37%).
