Actual Performance<br />

Two national pr<strong>of</strong>iles were compiled wherein male <strong>of</strong>fenders,<br />

elderly and foreign nationals were indicated.<br />

No statistical information is available on disabled <strong>of</strong>fenders.<br />

A pr<strong>of</strong>ile report on female <strong>of</strong>fenders, juvenile <strong>of</strong>fenders<br />

and sex <strong>of</strong>fenders in LMN region was compiled.<br />

The Admission Security Risk Classification <strong>to</strong>ol has<br />

been implemented.<br />

The <strong>to</strong>ol was approved by <strong>the</strong> National Commissioner<br />

in March 2008.<br />

The <strong>to</strong>ol is in <strong>the</strong> process <strong>of</strong> being piloted.<br />

10 394 work opportunities were provided by o<strong>the</strong>r<br />

organizations and 9 780 by <strong>the</strong> de<strong>part</strong>ment as at 31<br />

December 2007.<br />

Two orientation manuals have been developed<br />

internally namely; New Beginnings and Res<strong>to</strong>rative<br />

Justice.<br />

The New Beginnings Orientation Manual will be<br />

used <strong>to</strong> orientate all categories <strong>of</strong> <strong>of</strong>fenders <strong>to</strong> make<br />

decisions for proper adjustment within <strong>the</strong> correctional<br />

facilities.<br />

The Res<strong>to</strong>rative Justice Orientation Manual will be<br />

used <strong>to</strong> empower <strong>of</strong>fenders with knowledge that will<br />

assist <strong>the</strong>m <strong>to</strong> make informed decisions regarding<br />

<strong>the</strong>ir <strong>part</strong>icipation in Res<strong>to</strong>rative Justice Programmes<br />

once <strong>the</strong>y have undergone correctional programmes<br />

targeting <strong>the</strong>ir specific <strong>of</strong>fending behavi<strong>our</strong>.<br />

The draft concept document on Correctional<br />

Programmes has been developed with <strong>the</strong> aim<br />

<strong>of</strong> assisting role players and stakeholders in <strong>the</strong><br />

identification and differentiation <strong>of</strong> Correctional<br />

Programmes in relation <strong>to</strong> o<strong>the</strong>r programmes.<br />

The baseline on <strong>to</strong>tal number <strong>of</strong> <strong>of</strong>fender population<br />

was established = 104 512 as on 01 April 2007.<br />

23% <strong>of</strong> <strong>the</strong> relevant <strong>of</strong>fender population = 24 038<br />

Number <strong>of</strong> <strong>of</strong>fenders who went through <strong>the</strong> following<br />

programmes:<br />

Substance abuse = 5 321<br />

Sexual <strong>of</strong>fences = 3 355<br />

Anger management = 5 175<br />

Pre-release = 4 744<br />
