The National Steering Committee was formalised and<br />

members appointed by <strong>the</strong> National Commissioner. It<br />

met on 2 occasions and finalised <strong>the</strong> following documents:<br />

The Integrated Project Plan; Integrated reporting<br />

format for monthly reporting; Matrixes have been<br />

developed for all core business areas, and were used<br />

for moni<strong>to</strong>ring progress on implementation.<br />

The National CoE Project Team was formalised and all<br />

members appointed in writing.<br />

Regional CoE Steering Committees were established<br />

on all organisational levels in order <strong>to</strong> oversee <strong>the</strong><br />

implementation, manage and coordinate processes<br />

and also <strong>the</strong> facilitate adherence <strong>to</strong> and compliance<br />

with guiding documentation and procedures.<br />

The National CoE Project Team met on a monthly<br />

basis.<br />

The CoE Home page was launched at <strong>the</strong> beginning<br />

<strong>of</strong> Corrections Week in Oc<strong>to</strong>ber and turned out <strong>to</strong> be<br />

an excellent marketing <strong>to</strong>ol. The site was visited by<br />

members <strong>of</strong> <strong>the</strong> public, family members <strong>of</strong> <strong>of</strong>fenders,<br />

NGOs and a range <strong>of</strong> service providers.<br />

An abridged version <strong>of</strong> <strong>the</strong> MIS information related <strong>to</strong><br />

a specific CoE was developed and installed on <strong>the</strong><br />

computer <strong>of</strong> <strong>the</strong> Head <strong>of</strong> that Centre. 30 CoE’s have<br />

been completed.<br />

This system enables <strong>the</strong> HCC <strong>to</strong> log on <strong>to</strong> <strong>the</strong> MIS<br />

and immediately access information on admissions,<br />

transfers and lock-up statistics. This has proved <strong>to</strong> be<br />

a useful management <strong>to</strong>ol.<br />

The same MIS information has also been linked <strong>to</strong><br />

6 CoE Home Page sites, and is accessible via <strong>the</strong><br />

internet and intranet. An upgrade project is underway<br />

<strong>to</strong> populate <strong>the</strong> MIS information <strong>to</strong> all <strong>the</strong> remaining 30<br />

sites.<br />

During July 2007 a decision was taken <strong>to</strong> confirm one<br />

Community Corrections Office with which <strong>the</strong> CoE<br />

interacts most, as a CoE. This decision is in line with<br />

<strong>the</strong> 9 phase approach <strong>of</strong> <strong>the</strong> Offender Rehabilitation<br />

Path. A project is underway <strong>to</strong> add <strong>the</strong> CoE Community<br />

Corrections sites <strong>to</strong> <strong>the</strong> CoE Home Page.<br />

A Service Delivery Innovation Portal was established<br />

and related documents are uploaded on a regular<br />

basis.<br />

CoE as pilot sites for de<strong>part</strong>mental projects:<br />

- CoE, one per region, have been identified as pilot<br />

sites for <strong>the</strong> National Contact Centre Project- <strong>to</strong><br />

test <strong>the</strong> functionalities <strong>of</strong> <strong>the</strong> new system, including<br />

video conferencing.<br />

- CoE, one per region, are being used as pilot sites<br />

for <strong>the</strong> moni<strong>to</strong>ring <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong><br />

Correctional Services Act.<br />
