We can,however, identify beneficiaries who work at very low levels and who may <strong>the</strong>refore be seenby ENs as having a low attachment <strong>to</strong> <strong>the</strong> labor force and a correspondingly low chance <strong>of</strong>leaving <strong>the</strong> rolls and generating outcome payments. We can identify beneficiaries in group 4more accurately because <strong>the</strong> administrative data for SSI beneficiaries clearly indicate thosewho receive partial benefits because <strong>of</strong> earnings.IX: Adequacy <strong>of</strong> Incentives
