Six <strong>of</strong> <strong>the</strong> former ENs mentioned financial problems as areason for discontinuing participation in TTW. Their common concern was nothaving <strong>the</strong> funds <strong>to</strong> cover program operating costs (for example, screeningcallers, getting <strong>Ticket</strong>s assigned, working with <strong>Ticket</strong> holders) until clientsgenerated a revenue stream. In short, <strong>the</strong>y found <strong>the</strong> program financiallyinfeasible. Two <strong>of</strong> <strong>the</strong> six dropped out <strong>of</strong> TTW before even accepting a single<strong>Ticket</strong>. Of <strong>the</strong> four that accepted <strong>Ticket</strong>s, three placed a <strong>to</strong>tal <strong>of</strong> about sixclients in jobs, but it was clear <strong>to</strong> <strong>the</strong>se providers that most <strong>of</strong> <strong>the</strong>se clientswould never generate payments.• Administrative Issues. Four former EN representatives cited a variety <strong>of</strong>administrative difficulties, including <strong>the</strong> burden <strong>of</strong> obtaining clients’ pay stubs;lack <strong>of</strong> access <strong>to</strong> relevant client information from SSA, <strong>the</strong> <strong>Program</strong> Manager,and <strong>the</strong> Benefits Planning, Assistance, and Outreach program (BPAO); andinadequate or inconsistent assistance from <strong>the</strong> <strong>Program</strong> Manager.• Mismatch Between Beneficiary Needs and EN Services. Some former EN<strong>of</strong>ficials reported that although some <strong>Ticket</strong> clients were interested in working,<strong>the</strong>y were not well qualified for employment.
