Beneficiaries in AOI group 4 are far more likely than o<strong>the</strong>r beneficiaries <strong>to</strong> haveassigned <strong>the</strong>ir <strong>Ticket</strong>s. In all three rollout phases, <strong>the</strong> <strong>Ticket</strong> assignment rate <strong>of</strong> AOI group 4individuals was at least three times that <strong>of</strong> o<strong>the</strong>r beneficiaries, and in Phase 3 states, <strong>the</strong>assignment rate for group 4 was nearly five times <strong>the</strong> rate for o<strong>the</strong>r beneficiaries (TableIX.8). Thus, as we saw in <strong>the</strong> analysis <strong>of</strong> low- and high-earners, it appears that working ishighly correlated with assigning a <strong>Ticket</strong>.
