CITY OF HOQUIAM2009-2010 CAPITAL BUDGETProject Budget NarrativeDepartment: Water Department Department Director: TeleckyProject Name: Capital Projects Fund Number: 401/402Project Descriptions and Objectives:This project group provides funding for the following Water Department items listed.West Fork Dam Improvements ($468,000 in 2010):These improvements are critical to stabilizing the City's water source and areidentified as a priority in the Comprehensive Water System Plan.Treatment Plant Turbidimeters/FAP Machine ($25,000 in 2009):Will give the City increased ability to measure water "cloudiness" and aid in filteringcontaminents from the water system.Drill Test Well Near WTP ($125,000 in 2009):The City is searching for other sources in lieu of the high maintenance that will beneeded for the current surface water system.Dam Consent Decree ($400,000 in 2009):Staff will need to put in a fish ladder as part of a consent decree.Flow Testing ($50,000 in 2010):Will provide information to isolate leaks in the system.Arnold Court /College Hill Booster Pump ($103,000 in 2010):Will ensure a constant supply of pressure to water customers.WTP Roof ($12,000 in 2009):Will pay for a roof over the old Water Treatment Plant that can now be used forstorage.Current Status:These projects are new for 2009-2010.Impact on Annual Operating Budget:These projects are not anticipated to impact operational costs with the exception ofthe consent decree. The installation of a fish ladder will cause increasedmaintenance, however any additional expenses will be absorbed in future budgets.222
