pages i-viiiAcademic Information28 <strong>Clarion</strong> <strong>University</strong> of PennsylvaniaGeneral PoliciesStudent RecordsStudent academic and personal records are confidentialin nature and shall be released only to appropriate facultyand administrative personnel and to parents and guardians ifthe student is a dependent. Release of these records to otherpeople, institutions, or governmental and legal agenciesshall occur only upon approval by the student or graduate,or upon subpoena.Transcripts of academic work are available to the studentor graduate at the Office of the Registrar when requested byhim or her in writing. There is a limit of three transcripts perrequest per day. All enrolled, degree-seeking students arecharged a one-time $15 transcript fee which is added to theirstatement of charges from the Accounts Receivable Office.Grade Release PolicyPublic Law 93-380 (The Family Educational Rights andPrivacy Act of 1974) prohibits the release of educationalrecords, other than to certain defined exceptions, without thestudent’s consent. One such exception is Section 438(b)(1)(H)which allows release of educational records to “Parents of adependent student of such parents, as defined in Section 152of the Internal Revenue Code of 1954.”The Office of the Registrar will send grades to parentsupon request, under the provisions of Section 438 or ifthe student has completed an Authorization for ParentalAccess to Student Records Form. Grades are available onthe Web.Nondiscrimination on the Basis ofDisabilitySection 504 of the Rehabilitation Act of 1973 and theAmericans with Disabilities Act of 1990 have provided theframework for protecting individuals with disabilities againstdiscrimination. <strong>Clarion</strong> <strong>University</strong>, which is a federallyfunded institution, must provide for nondiscriminationunder its federal grants and programs. Thus, “no otherwisequalified individual with a disability in the United States...shall, solely by reason of her or his disability be excludedfrom the participation in, be denied the benefits of, or besubjected to discrimination under any program or activityreceiving federal financial assistance...” (29 U.S.C. ß794(a),see also 29 U.S.C. 706(8), see also 42 U.S.C. ßß 12132,10102, 12114). An “individual with a disability” has beendefined, with certain exceptions, as “any person who (i) hasa physical or mental impairment which substantially limitsone or more of such person’s major life activities, (ii) has arecord of such an impairment, or (iii) is regarded as havingsuch an impairment.” (See 42 U.S.C. ß 12101 et. seq. And29 U.S.C. ß 701 et. seq.)The applications of these laws at <strong>Clarion</strong> <strong>University</strong>ensure:1. No qualified individual with a disability may beexcluded solely by such disability from any course,or courses of study.*2. Classes may be reassigned for those students withmobility impairments if they are scheduled forinaccessible classrooms.*3. Academic degree or course requirements maybe modified in certain instances to ensure fullparticipation by students with disabilities.*4. Alternate methods of testing and evaluation areavailable in all courses offered by the university forstudents with documented requirements for suchmethods.*5. Auxiliary aids are made available by the university forstudents with impaired sensory, manual, or speakingskills.*6. Certain campus rules and regulations may be waivedif they limit the participation of qualified studentswith disabilities.*7. Housing opportunities, employment opportunities,and other opportunities for students with disabilitiesare equal to those of students without disabilities.**Note: The university is only legally obligatedto provide academic adjustments to a qualifiedindividual with a disability who has made his or herneed known and when it has received the appropriatedocumentation of such disability to support theadjustment. As members ofthe university community, students have a responsibilityto be familiar with the conduct regulations found in theuniversity catalogs, Residence Hall Handbook; StudentRights, Regulations, and Procedures Online Handbook, andother university documents.
