<strong>Clarion</strong> <strong>University</strong> of Pennsylvania 39Rules Governing ResidencyOriginal ClassificationA student is classified as a resident or non-resident fortuition purposes at the time of admission to the university.The decision, made by the dean of enrollment management,is based upon information furnished by the student’sapplication and other relevant information. No student,once having registered as an out-of-state student, is eligiblefor resident classification in the university unless he or shehas been a bona fide resident of the state for at least a yearimmediately prior to registration for the term for whichresident status is claimed. The requirement does not prejudicethe right of a student admitted as a non-resident to be placedthereafter on resident basis provided he or she has establisheda bona fide permanent domicile within the state.Change of ClassificationFor university purposes, a student does not establish adomicile in Pennsylvania until he or she has been here forat least one year primarily as a permanent resident and notmerely as a student. A student is presumed not to be a residentif he or she has resided for a shorter period, but may rebut thispresumption by clear and convincing evidence. If the studentis enrolled for a full academic program as defined by theuniversity, it will be presumed the student is in Pennsylvaniafor educational purposes, and the burden will be on the studentto prove otherwise. In general, members of the armed forcesand their dependents are normally granted in-state tuitionrates during the period when they are on active duty withinthe Commonwealth of Pennsylvania. Members of the armedforces who established a domicile in Pennsylvania immediatelypreceding entry into government service and who havecontinuously maintained Pennsylvania as a legal residencewill be presumed to have a Pennsylvania domicile.Subject to the provisions of the preceding paragraph,the domicile of an unmarried minor, or of a student who isclaimed as a dependent on the parent’s (or legally appointedguardian’s) federal income tax return, follows that of theparent or guardian.Students receiving financial assistance dependent upondomicile in a state other than Pennsylvania are not domiciledin Pennsylvania.To change residency status, students must fill out a“Residency Classification Data Collection Form” andadditionally furnish convincing documentary evidence tosupport a claim of Pennsylvania domicile. Factors which willbe considered in the determination of residence include but arenot limited to: payment of state and federal taxes by student(if claiming financial emancipation) or supporting parent asPennsylvania resident; the holding of a Pennsylvania driver’slicense; purchase or lease of a permanent independentresidence; marriage to a Pennsylvania resident; automobileand other property registered in Pennsylvania; agreementfor, or permanent full-time employment in Pennsylvania;and voter registration.Residency Classification Data Collection Forms may beobtained from, and the completed document and supportingmaterials returned to, the Vice President for Finance andAdministration in 218 Carrier Administration Building.The Office of the Registrar shall automatically change astudent’s residency classification to non-resident if the studentchanges their permanent address to a non-Pennsylvaniaaddress. The student will be notified of this action and willbe informed of their right to appeal. Detailedinformation and necessary application forms may be securedfrom the Office of Financial Aid. Because the determinationof eligibility is based on an analysis of a current NeedsAnalysis Application, students are encouraged to file a FreeApplication for Federal Student Aid (FAFSA) applicationand designate <strong>Clarion</strong> <strong>University</strong> to receive a copy of thatform. The applications are available from Pennsylvaniahigh schools or directly from the Office of Financial Aid at<strong>Clarion</strong> <strong>University</strong> of Pennsylvania.Academic YearAt <strong>Clarion</strong> <strong>University</strong>, an academic year is comprisedof a Fall and Spring semester during which time a full-timestudent is expected to complete 24 credits. The period of timeschool is in session consists of 30 weeks of instruction.Grants, Loans, and EmploymentPennsylvania and Federal GrantsPennsylvania Higher Education Assistance AgencyGrants—The determination of recipients of state grants ismade by the agency. The grants vary in amount and are basedon the financial need of Pennsylvania students. Applicationforms may be secured from the agency, high school guidancecounselors, or <strong>Clarion</strong> <strong>University</strong> of Pennsylvania. A listingof non-Pennsylvania state grants is available upon requestfrom the Office of Financial Aid.Pell Grants—Federal grants available to undergraduatestudents for a maximum of five academic years. Recipientsare determined by the U.S. Department of Education basedon financial need. The FAFSA application form is your PELLgrant application form.Supplemental Educational Opportunity Grants—Federal grants available to students with financial need asdefined by the U.S. Department of Education and awardedby the Office of Financial Aid. The awards are determined onan individual basis by the Office of Financial Aid at <strong>Clarion</strong><strong>University</strong> of Pennsylvania.ACG Grants—Academic Competitiveness Grantsare available to incoming freshmen who graduated highschool in 2006, and to sophomores who graduated in 2005,with a “rigorous curriculum.” The determination of apages i-viiFinancial Information
