32History: The Careers Service of CUT (hereafter CUT CS) was established in 1997 as a beneficiaryof a TEMPUS programme competition with five employees (three employed by the universityand two by regional Labour Office) trained by British and Dutch specialists.Financing: In the years 1997-2000 the CUT CS was financed based on the agreement signedby CUT and the Regional Labour Office in Cracow that shared the expenses and its staff (threepaid by CUT and two by the Labour Office). In 2000 the financing of the CUT CS was taken overby the university cutting employment by one person. The university pays all the costs related toCUT CS operating (salaries, premises, telephones, correspondence). CUT CS generate additionalfinancial means, mainly by organising careers fairs and charging companies presenting at theuniversity, as well as participating in competitions for governmental and EU funds for career-relatedprojects (1job, Leonardo Da Vinci, TEMPUS, ESF) and organising courses for career advisers(about 10%-15% of the entire budget). The annual budget for 2005 was ca. 70,000 Euro.CUT CS in the university structure: Since 1997 the CUT CS was placed in the structure of theRector’s Office, reporting first to the Rector and then to the Deputy Rector for Regional and InternationalRelations. Since July 2006, the new Act on Higher Education requires separation atthe university of academic and non-academic matters, the first being within the competences ofRector and the latter of Chancellor (newly implemented post at state HEI). CUT CS reports to theChancellor.Stuff: At present, six people work at CUT CS (four full-time and two part-time) and these are:Head (full-time), two advisors (two full-time, 1 part-time), one European Social Fund projectcoordinator (full-time), and one web and database administrator (part-time). The educationalbackgrounds of the advisors are psychology and sociology.Location: CUT CS is located on the main campus, on the ground floor with easy access. Thereare two rooms for staff and one training facility for 15 people measuring approximately 100square metres.Equipment: Four computers for staff, three high quality printers, two laptops, multimediaprojector, camera, photocopier, riso (for mass printing) and video.General characteristics and activities of CUT CS: The CUT CS concentrates on informing (mainlythrough well developed internet tools, e.g. the Newsletter) and training, although with less stressput on individual career counselling. This focus results from the specific circumstances of theuniversity and especially students, who are being prepared through the course of their studies towell-defined jobs (engineering) and what is missing in some cases is well structured informationabout the job market as well as social skills and competences development. CUT CS also deals withresearch on graduates’ employability, the results being used in university promotion.Launching career advising services in a transition country: Case study from Poland
