<strong>Soldier</strong>. However, if the reassignment of the <strong>Soldier</strong> would impact on a current training or instruction cycle orsemester, the comm<strong>and</strong> may delay the reassignment until the cycle or semester is completed. Then the <strong>Soldier</strong> will bepromoted <strong>and</strong> reassigned. In this case, the <strong>Soldier</strong>’s effective date of promotion will be the date of the promotion order<strong>and</strong> the DOR will be the date the <strong>Soldier</strong> was eligible for reassignment to the vacancy.b. Promotion against drill sergeant or TASS instructor positions. When cumulative vacancies have been determinedper paragraph 5–4, promotions to fill these positions will be made off the recommended list (see para 5–18) or theselection list (see para 5–38c) as required, except as specified in the following paragraphs.(1) If a <strong>Soldier</strong> assigned to a TASS instructor position or a drill sergeant position, completes the required training<strong>and</strong> is qualified for duty in the position, he or she may be promoted to SGT or SSG off the recommended list (see para5–18) without regard to list st<strong>and</strong>ing. However, the <strong>Soldier</strong> will not be promoted off the list ahead of another qualifiedinstructor or drill sergeant on the list who is within a reasonable distance of the position, available for assignment orassigned, who possesses the required DMOS <strong>and</strong> SQI.(2) When a training division or TASS announces a current or projected vacancy for promotion to SFC or above, theboard selection procedures described in paragraph 5–36 apply. If the <strong>Soldier</strong> selected by the board is not drill sergeantor instructor qualified, as appropriate, he or she will be promoted to the required grade <strong>and</strong> reassigned if necessary.This is provided the <strong>Soldier</strong> does not decline the promotion <strong>and</strong> assignment to the drill sergeant or instructor position.The <strong>Soldier</strong> must undergo the required training <strong>and</strong> become qualified to perform the duty required by the position. The<strong>Soldier</strong> must become qualified in the duty position within a reasonable period of time (see AR 140–10). If the <strong>Soldier</strong>fails to become qualified, or is otherwise ineligible for drill sergeant or instructor duty, the <strong>Soldier</strong> will be reassigned toa position in his or her PMOS other than a drill sergeant or instructor position. If none is available, the <strong>Soldier</strong> may becarried as excess for a period not to exceed 1 year <strong>and</strong> will then be transferred to the IRR unless one of the followingconditions occur:(a) The <strong>Soldier</strong> is assigned to a position that is compatible with his or her grade <strong>and</strong> MOS.(b) The <strong>Soldier</strong> is voluntarily reduced in grade to accept an assignment to a position in a lower grade in his or herMOS.5–49. Promotion to sergeant upon entry in Warrant Office C<strong>and</strong>idate Course, Officer C<strong>and</strong>idateSchool, or Reserve Officer Training Corps/simultaneous membership programa. Upon entry in a WOCC or OCS a CPL or SPC <strong>and</strong> below will be promoted to SGT effective 1 day prior to thedate of entry.b. Promotion orders will cite this paragraph as authority.c. Upon participation in the ROTC/SMP concurrent with enrollment in the ROTC Advanced Course, a CPL or SPC<strong>and</strong> below will be promoted to cadet (pay grade E–5).d. Promotion to cadet will be announced on DA Form 4187 citing AR 601–210, paragraph 10–8, as the authority.The effective date of the promotion to cadet will be the date of enrollment in the ROTC Advanced Course or the dateof assignment to a TPU, whichever is later.5–50. Army Civilian Acquired Skills Program<strong>Soldier</strong>s enlisted into the Army (United States Army Special B<strong>and</strong>s) under the Army Civilian Acquired Skills Program(ACASP) in accordance with AR 601–210 who are authorized an accelerated promotion as outlined within anenlistment agreement will be promoted citing this paragraph as the authority. The effective date <strong>and</strong> DOR will be thedate all requirements are met.Chapter 6Promotion of Individual Ready Reserve, Individual Mobilization Augmentee, <strong>and</strong> St<strong>and</strong>byReserve (Active Status List) <strong>Soldier</strong>s6–1. Scopea. This chapter prescribes policy <strong>and</strong> procedures for the promotion of IRR, IMA, or St<strong>and</strong>by Reserve (Active StatusList) <strong>Soldier</strong>s.(1) The promotion of <strong>Soldier</strong>s assigned to the IRR is limited to PV2 through SFC.(2) The promotion of <strong>Soldier</strong>s assigned to IMA positions or the St<strong>and</strong>by Reserve (Active Status List) is limited toPFC through SGM.b. Position vacancies are not required for IRR or St<strong>and</strong>by Reserve (Active Status List) promotions. Such promotionsare governed by mobilization requirements within skill level <strong>and</strong> MOS.c. PFCs through SSGs assigned to IMA positions will be considered for promotion without regard to appropriateIMA position vacancies. assigned to the position up to 2 years or until such time as the <strong>Soldier</strong> declines an IMA position in the higher grade,whichever is earlier.d. An IMA position vacancy is required for promotion to MSG <strong>and</strong> SGM.6–2. Promotion authorityCDR, HRC–St. Louis (AHRC–MSL) is the promotion authority for all IMA, IRR, <strong>and</strong> St<strong>and</strong>by Reserve (Active StatusList) <strong>Soldier</strong>s. This authority may be further delegated as follows:a. For promotions to SGT <strong>and</strong> SSG, the authority may be delegated to a specific office within HRC–St. Louis or toa comm<strong>and</strong> or agency authorized a supervisor (GS–13 or higher) or CDR in the grade of LTC or higher within the<strong>Soldier</strong>’s chain of comm<strong>and</strong>.b. For promotions to SFC through SGM, the authority will not be further delegated.6–3. EligibilityTo be promoted to PV2 through SGT, a <strong>Soldier</strong> must meet the eligibility requirements listed below as of the effectivedate of the promotion. To be considered for promotion to SSG through SGM, a <strong>Soldier</strong> must meet the followingeligibility criteria requirements listed below as of the convening date of the board.a. Membership. <strong>Soldier</strong> must be assigned to the IRR, the St<strong>and</strong>by Reserve (Active Status List), or to an IMA dutyposition (nonwaivable).b. Confirmed home or mailing address. CDR, HRC–St. Louis (AHRC–EP–S) must confirm the <strong>Soldier</strong>’s home ormailing address is current.c. Assignment limitation. <strong>Soldier</strong> must have been assigned to the IRR or St<strong>and</strong>by Reserve (Active Status List) for aminimum of 1 year as of the date announced in HQDA message. This is a requirement that cannot be waived unlessthe <strong>Soldier</strong> is mobilized, or meets the provisions of paragraphs 1–19 or 1–20, at which time the 1-year requirement iswaived.d. Promotable status. <strong>Soldier</strong> must be in a promotable status (see para 1–10). A <strong>Soldier</strong> with a FLAG in effect (seepara 1–11) may be considered by the board <strong>and</strong> placed on the recommended list. However, a <strong>Soldier</strong> cannot bepromoted until the FLAG has been lifted (nonwaivable).e. Satisfactory participation (nonwaivable).(1) Where a <strong>Soldier</strong> has not accrued 20 years of qualifying service for retired pay (see 10 USC 12731), the <strong>Soldier</strong>must be a satisfactory IRR, IMA, or St<strong>and</strong>by Reserve (Active List) participant (AR 135–91, chap 3) <strong>and</strong> have earned aminimum of 27 retirement points in either year of a 2–year period prior to the effective date of a promotion to PV2through SGT or the date announced by HQDA (DAPE–MPE) to consider promotions to SSG through SGM, normally6 months prior to the board convening date.(2) Where a <strong>Soldier</strong> has accrued 20 years of qualifying service for retired pay (see 10 USC 12731) <strong>and</strong> has beenissued a Notification of Eligibility for Retired Pay at Age 60 (see AR 135–180, para 2–3), the <strong>Soldier</strong> must haveearned a minimum of 50 retirement points as a member of the IRR or St<strong>and</strong>by Reserve (Active List) on the retirementyear ending date (RYE) immediately preceding the effective date of a promotion to PV2 through SGT or the dateannounced by HQDA (DAPE–MPE) to consider promotions to SSG through SGM, normally 6 months prior to theboard convening date.f. Civilian education. For promotion to SGT through SGM, a <strong>Soldier</strong> must have a high school diploma or a GEDequivalent (nonwaivable).g. MOS qualification.(1) On promotion to PV2 through SGT, a <strong>Soldier</strong> will be promoted in his or her PMOS unless otherwise reclassifiedin accordance with DA Pam 611–21.(2) On promotion to SSG through SGM, the <strong>Soldier</strong> may be promoted in his or her PMOS, SMOS, or AMOS, asdetermined by the promotion selection board based on the needs of the Army. The MOS selected by the board will beawarded as the PMOS on promotion.h. Physical requirements.(1) <strong>Soldier</strong> has a physical examination per AR 40–501 within the last 5 years (nonwaivable).(2) <strong>Soldier</strong> is considered to be physically qualified for promotion if he or she meets the retention medical fitnessst<strong>and</strong>ards per AR 40–501, chapter 3 or chapter 5, as appropriate.i. Proper grade. A <strong>Soldier</strong> must be one grade below that in which being promoted (nonwaivable).j. Board appearance. Personal appearance before a promotion selection board is prohibited (nonwaivable).k. APFT. A passing APFT score within the last 18 months is m<strong>and</strong>atory for promotion consideration (nonwaivable).l. NCOES. A <strong>Soldier</strong> must be a graduate of the NCOES course or the equivalency required for his or her currentgrade as required by paragraph 1–27 (waivable; see paragraph 1–27c).
