Scopea. This chapter prescribes policy for the promotion of USAR <strong>Soldier</strong>s assigned to TPUs, Army Reserve Elements(AREs), <strong>and</strong> multicomponent units.b. This chapter grants promotion boards the authority to recommend separation of nonproductive <strong>Soldier</strong>s frommembership in TPUs, AREs, <strong>and</strong> multicomponent units.c. <strong>Soldier</strong>s identified as nonparticipants in accordance with AR 135–91 will not be promoted under this chapter.d. The authority of a TPU, ARE or multicomponent unit CDR to promote <strong>Soldier</strong>s pursuant to this chapter is limitedto those <strong>Soldier</strong>s assigned to the unit CDRs unit or to subordinate units assigned or attached to the unit CDRs TPU,ARE, or multicomponent unit. The RRC/ARCOM/USAR GOCOM in which the TPU, ARE, or multicomponent unitheadquarters resides is responsible for promotion of <strong>Soldier</strong>s to grades higher than authorized for the TPU, ARE, ormulticomponent CDR pursuant to paragraph 5–2.5–2. Authority to promote, convene selection boards, <strong>and</strong> manage promotion listsThe following CDRs may promote <strong>Soldier</strong>s to the following grades, subject to authority <strong>and</strong> responsibility by higherCDRs but such authority may not be further delegated:a. PV2, PFC, SPC, <strong>and</strong> CPL (see para 1–9). (Refer to chapter 2 for procedures.)b. SGT <strong>and</strong> SSG. Field-grade CDRs of any unit authorized a CDR in the grade of LTC or higher may(1) Promote <strong>Soldier</strong>s assigned to units that are attached or assigned to their comm<strong>and</strong>. <strong>Soldier</strong>s in units attached totheir comm<strong>and</strong> will be promoted only after coordination with the parent unit for determination of a valid vacancy.(2) Be the convening authority for TPUs/AREs/multicomponent units located within their comm<strong>and</strong> area of operations.This is provided such convening authority has been granted in a memor<strong>and</strong>um of underst<strong>and</strong>ing (MOU) betweenthe appropriate comm<strong>and</strong>s (see para 5–3b). Promotion <strong>and</strong> promotion orders publishing authority is retained by the<strong>Soldier</strong>s assigned comm<strong>and</strong>.(3) Not further delegate promotion authority.c. SFC, MSG, <strong>and</strong> SGM.(1) Promotion authority. The following are the promotion authority for senior enlisted promotions:(a) The CDR of an RSC/ARCOM/GOCOM, ARE, or multicomponent unit authorized a general officer is thepromotion authority for <strong>Soldier</strong>s assigned to units of his/her comm<strong>and</strong>.(b) Promotion authority for <strong>Soldier</strong>s serving on active duty for operational support (ADOS) remains with the USARpromotion authority unless the <strong>Soldier</strong> is accessed into the Active Army or AGR program.(2) Convening authority. The CDR of an RSC/ARCOM is the convening authority for all USAR units, elements,<strong>and</strong> <strong>Soldier</strong>s located within his/her regional area of responsibility <strong>and</strong> operations. Convening authorities will manage—(a) Promotion selection board operations.(b) Regional promotion lists for all <strong>Soldier</strong>s residing within his/her regional area of responsibility.(c) Promotion related vacancies located within his/her regional area of responsibility.(3) Orders will be published by the promotion authority.d. Regional promotion list manager. The CDR of an RSC/ARCOM is the regional promotion list manager for allUSAR units, elements, <strong>and</strong> <strong>Soldier</strong>s located within his/her regional area of responsibility <strong>and</strong> operations. The regionalpromotion list manager will—(1) Review promotion selection board results <strong>and</strong> operations for administrative/procedural accuracy <strong>and</strong> compliancewith established policy.(2) Incorporate <strong>Soldier</strong>s recommended by promotion boards onto the regional PPRL for all <strong>Soldier</strong>s residing withinhis/her regional area of responsibility.(3) Consolidate regional vacancies.(4) Identify promotions for available vacancies by point sequence (SGT-SSG) or sequence number (SFC-SGM)within his/her regional area of responsibility.(5) Notify the promotion authority to publish promotion orders.62 AR 600–8–19 • 20 March 2008/RAR 16 September 2009
