Promotion willbe effective the first day of the month following graduation of the requisite course.c. <strong>Soldier</strong>s who have been disenrolled from the USASMC for any reason (other than compassionate or medical) arepermanently ineligible for promotion consideration to SGM.d. USAR <strong>Soldier</strong>s who reach age 55 without NCOES completed for the next higher grade or age 57 with NCOEScompleted for the next higher grade prior to convening date of the promotion board are ineligible for consideration.4–3. Promotion boardsa. Selection boards will be composed of at least five members. The board may be divided into two or more panels.Each panel will be composed of at least three voting members, including commissioned officers <strong>and</strong> senior NCOs.b. The president of each board will be a general officer. An officer will be appointed to each board to serve asrecorder without vote. Female <strong>and</strong> minority members will be represented if available.c. The selection board will recommend a specified number of <strong>Soldier</strong>s by MOS from the zones of consideration whoare the best qualified to meet the needs of the Army. The total number selected for each CPMOS is the projectednumber the Army needs to maintain its authorized-by-grade strength.d. <strong>Soldier</strong>s who are not selected for promotion will not be provided specific reasons for nonselection. <strong>Soldier</strong>s mayconsult the statistical analysis portion of the promotion list or they may write to the Career Professional DevelopmentNCO of their respective branch for an analysis on how to enhance their careers.4–4. Memor<strong>and</strong>um of instructionA separate memor<strong>and</strong>um of instruction will prescribe reports to be submitted <strong>and</strong> other administrative details. Thesedocuments will be published as enclosures to the memor<strong>and</strong>um announcing the results of the selection board.4–5. Personal appearance <strong>and</strong> written communicationa. No <strong>Soldier</strong> may appear in person before a DA selection board on his or her own behalf, or in the interest ofanyone being considered.b. <strong>Soldier</strong>s eligible for consideration may write to the president of the promotion board to provide documents <strong>and</strong>information drawing attention to any matter concerning themselves that they feel is important to their consideration.Although written communication is authorized, it is only encouraged when there is something that is not provided inthe <strong>Soldier</strong>’s records that the <strong>Soldier</strong> feels will have an impact on the board’s deliberations. Correspondence must bereceived by the date stated in the zone message, will not be the basis for promotion reconsideration, <strong>and</strong> will not beincluded in the <strong>Soldier</strong>’s OMPF. Receipt of correspondence will not be acknowledged.c. Documents authorized for filing in the OMPF will be sent to Comm<strong>and</strong>er, U.S. Army Human ResourcesComm<strong>and</strong> – Indianapolis (HRC-Indianapolis), ATTN: AHRC–EFS, 8899 East 56th St., Indianapolis, IN, 46249–5301(CDR, HRC–St. Louis (AHRC–AR), 1 Reserve Way, St. Louis, MO 63132–5200 for USAR) as soon as they aregenerated. Documents already in the OMPF will not be sent.d. The following documents will not be given to the board <strong>and</strong> therefore will not be forwarded to HRC–Indianapolis(HRC–St. Louis for USAR).(1) Correspondence received from anyone other than the <strong>Soldier</strong> concerned.(2) Correspondence that criticizes or reflects on the character, conduct, or motives of any other <strong>Soldier</strong>.(3) Incomplete appeals such as noncommissioned officer evaluation report (NCOER), academic evaluation report(AER), courts-martial, Article 15, <strong>and</strong> so on.(4) Only original NCOERs processed through PROM/MPD that have been received <strong>and</strong> processed by HRC–Indianapoliswill be seen by the board.e. Memor<strong>and</strong>ums (including all enclosures) seen by a selection board become a matter of record for that board <strong>and</strong>will not be filed in the OMPF. Nonreceipt of a memor<strong>and</strong>um by the board president does not constitute grounds forreconsideration by a STAB.4–6. Board resultsHRC–Alex<strong>and</strong>ria (AHRC–MSP–E) (HRC–St. Louis (AHRC–MSL–E) for USAR) will announce the results of aselection board by comm<strong>and</strong> memor<strong>and</strong>um. The memor<strong>and</strong>um will include the following enclosures.a. Memor<strong>and</strong>um of instruction.b. Considered/selected list. Names of <strong>Soldier</strong>s considered for promotion will be placed in alphabetical order.<strong>Soldier</strong>s who are recommended will be assigned sequence numbers for promotion to SFC, MSG <strong>and</strong> SGM. Sequencenumbers will be based on seniority within each RMOS <strong>and</strong> will be determined by DOR, then BASD when DOR arethe same, then age (oldest first) when DOR <strong>and</strong> BASD are the same.c. Profile analysis. This is an analysis of the board results by MOS <strong>and</strong> CMF. The analysis provides insight intosome of the areas that might have influenced the board’s decision. The analysis does not include all areas representedin a <strong>Soldier</strong>’s file <strong>and</strong> considered by the board.AR 600–8–19 • 20 March 200855
