Section VIProcessing <strong>Soldier</strong>s for Promotion Consideration7–30. Consideration for promotiona. Unless prohibited by paragraph 7–20, <strong>Soldier</strong>s who are qualified in the CPMOS, comply with the provisions ofparagraph 1–27, <strong>and</strong> meet the TMIIG, TIS, <strong>and</strong> CES may be considered for promotion, even though they may not be ina promotable status on the convening date of the board. No one may establish local consideration criteria that are notprovided for in this chapter. However, states may establish a minimum administrative point requirement, if prescribedin State policy <strong>and</strong> in the board MOI.b. <strong>Soldier</strong>s must meet the eligibility in this chapter <strong>and</strong> the board MOI including the date(s) used to computeeligibility (eligibility criteria date).c. The unit CDR will—(1) Verify the promotion eligibility roster.(2) Add eligible <strong>Soldier</strong>s.(3) Delete ineligible <strong>Soldier</strong>s, including those formally denied consideration per paragraph 7–33, by lining throughnames <strong>and</strong> entering a short explanatory note for the deletion. No one may establish local promotion points or criterianot provided for in this chapter.(4) Enter manually any missing or changed data on the NGB Form 4100–1–R–E <strong>and</strong> in the board MOI.(5) Determine <strong>and</strong> enter names or positions of board members on individual copies of NGB Form 4101–1–R–E.d. The <strong>Soldier</strong>’s leader (generally the first line leader) will review NGB Form 4100–1–R–E with the <strong>Soldier</strong> toverify information <strong>and</strong> update entries in h<strong>and</strong>writing on the form (or electronically, if provided by the State). They willobtain the <strong>Soldier</strong>’s written choice (X mark) to accept or decline consideration <strong>and</strong>, if accepting consideration, the<strong>Soldier</strong>’s written choice (X mark) of one or more of the options provided by the State per paragraph 7–29 <strong>and</strong> obtainthe <strong>Soldier</strong>’s signature <strong>and</strong> the date signed. When <strong>Soldier</strong>s are not available to do this in person, the CDR (or adelegate) may do this by telephone, fax, or mail (including e-mail), accomplish all of the required actions, <strong>and</strong> sign <strong>and</strong>date the form for the <strong>Soldier</strong>. <strong>Soldier</strong>s who are not available to process their NGB Forms 4100–1–R–E because ofunauthorized absence, unsatisfactory participation, or AWOL will not be contacted. If they do not return to duty beforethe cutoff date for submission of documents announced by the State AG (MPMO) in the MOI for the promotion board,they will not be considered by that board <strong>and</strong> are not eligible for st<strong>and</strong>by consideration. This includes unsatisfactoryparticipation (for drill status <strong>Soldier</strong>s) or AWOL (for <strong>Soldier</strong>s on orders for 30 or more days for ADSW, ADT,FTNGD for special work or training, annual training for 30 days or more, temporary tour of duty (TTAD, AGR, or anyother form of extended active service). The leader will—(1) Interview <strong>and</strong> counsel each <strong>Soldier</strong> using NGB Form 4100–1–R–E.(2) Have each <strong>Soldier</strong> verify the individual data in sections I through III.(a) <strong>Soldier</strong>s will be considered for promotion, enrolled in NCOES, <strong>and</strong> selected for assignment based on theirCPMOS. The CPMOS will be the primary MOS unless there is a compelling reason for it to be another MOS. Forexample, a merger MOS that changes at the next level; a comm<strong>and</strong> directed reassignment for an AGR <strong>Soldier</strong>; or a<strong>Soldier</strong> in an isolated MOS with little chance of progression. In cases other than the merger in the same CMF, the<strong>Soldier</strong> must request the new CPMOS on DA Form 4187 through comm<strong>and</strong> channels to the State MPMO per NGR600–200, chapter 5.(b) If provided for in the board MOI, <strong>Soldier</strong>s may provide documents to update the form <strong>and</strong> the personneldatabase by enclosing it with the NGB Form 4100–1–R–E. Incomplete <strong>and</strong> questionable documents are not acceptable.e. Individual leaders who rate <strong>Soldier</strong>s using NGB Form 4101–1–R–E <strong>and</strong> forward their evaluations under the leaderevaluation process will counsel each rated <strong>Soldier</strong> on their strengths <strong>and</strong> weaknesses <strong>and</strong> what they may do to improvetheir individual qualities <strong>and</strong> qualifications.f. The DD Form 214 is a valid promotion point source document.g. States may create an addendum for section IV of NGB Form 4100–1–R–E on which <strong>Soldier</strong>s will state theiragreement to enrollment <strong>and</strong> attend NCOES <strong>and</strong> any other required training course. This addendum will include theconsequent actions that will follow the <strong>Soldier</strong>s’ failure to meet any of these agreements. For example, a State may useone or more of the following or create additional statements to suit their needs:(1) I agree to attend <strong>and</strong> complete the USA First Sergeant Course within the required time allowed upon selectionfor 1SG.(2) I agree to apply for <strong>and</strong> accept a training date on ATRRS after promotion for my required NCOES course(within X days (or Y months)) or (by (date)) as stated in the announcement of the promotion list on which I am listed.(3) If I fail to enter an NCOES course for any reason that is determined to be within my control, after receivingorders, I will be subject to reduction per para 10–18.AR 600–8–19 • 20 March 2008117
