United States Army Europe.b. United States Army Europe.c. United States Army Pacific.d. United States Army South.e. United States Army Special Operations Comm<strong>and</strong>.f. United States Army Reserve Comm<strong>and</strong>.g. Eighth U.S. Army.Base operationsSpecific installationwide service (for example, processing, retirement services, retention, <strong>and</strong> casualty area comm<strong>and</strong>services).Basic enlisted service dateDate that reflects total periods of enlisted service, active or inactive, as a member of Active <strong>and</strong> Reserve Componentsof the Armed Forces of the United States. Required for computation of enlisted service for promotion to SFC, MSG,<strong>and</strong> SGM. Includes adjustments prescribed for the ACASP.Best qualified<strong>Soldier</strong>s whom the DA Selection Board determines to be the best qualified among peers. Also has demonstratedintegrity <strong>and</strong> high moral st<strong>and</strong>ards.Comm<strong>and</strong>erA head of an Army Staff or field operating agency or an officer with a position title comm<strong>and</strong>er or comm<strong>and</strong>ant. Thisterm also includes CDRs of USAR or ARNGUS organizations, who have been mobilized <strong>and</strong> are serving on activeduty under the provisions of Title 10, U.S. Code. Such USAR <strong>and</strong> ARNGUS CDRs are authorized to execute theprovisions of this regulation regarding any Active Army enlisted members who are temporarily or permanentlyassigned to the CDRs organization during the mobilization.Combat service supportThe assistance provided operating forces to sustain the battle.Comm<strong>and</strong> <strong>and</strong> staffA staff section headed by the CDR’s senior military personnel manager (for example, installation adjutant general,division G–1/adjutant general, corps adjutant general).Creditable serviceAll Active or Reserve active status service in the grade in which ordered to active duty or higher that may be used toestablish DORs under this regulation. Service that is not credible for this purpose may be creditable for other purposes.Date of rankThe date on which an enlisted <strong>Soldier</strong> was appointed or promoted in a particular grade <strong>and</strong> the date used to determinerelative seniority for <strong>Soldier</strong>s holding the same grade.De facto statusMember, who was promoted by competent authority, performed duties of the higher grade, <strong>and</strong> accepted pay <strong>and</strong>allowances of the higher grade in good faith <strong>and</strong> without intent to defraud.DegreeA title (such as AA or higher) conferred on students by a college, university, or professional school on completion of aprogram of study.Note.
