the guidelines of their temporary profile. <strong>Soldier</strong>s must arrive at the course of instruction with a copy of their currenttemporary profile <strong>and</strong> a memor<strong>and</strong>um signed by their CDR that states the temporary profile is a result of injuriessustained due to participation in contingency operations. The rules to administer these promotions are below.a. <strong>Soldier</strong>s with a DOR on or before 1 October 1992 are considered NCOES qualified in their current grade <strong>and</strong> donot need to meet the prerequisite course to attend the next level of NCOES. This is not considered as equivalent orconstructive credit. If a <strong>Soldier</strong>’s DOR becomes adjusted before the <strong>Soldier</strong> attends the next level of NCOES or isreduced, the <strong>Soldier</strong> will need to meet all NCOES requirements for the current grade before being considered forpromotion to the next higher grade.b. When selected for promotion <strong>and</strong> listed in the selection objective of the promotion lists, <strong>Soldier</strong>s are eligible fortraining <strong>and</strong>, provided they are in or will be concurrently assigned to positions authorized the higher grade, promotedas shown below. <strong>Soldier</strong>s may not be promoted until they are assigned to the higher graded position. <strong>Soldier</strong>smobilized under 10 USC 12301(d) in support of contingency operation <strong>and</strong> 10 USC 12302 or 12304 may be promotedon the basis of an actual unit vacancy within their mobilized unit or to positions in nonmobilized units. <strong>Soldier</strong>s willnot be released from duty to accept the position. States are not authorized to exceed their total authorized positions forthat grade <strong>and</strong> MOS. See paragraph 7–37 for discussion of the selection objective, for who has the priority to attendNCOES courses, <strong>and</strong> for when they may attend. Effective 1 October 2004, ANCOC Common Core (Phase 1) trainingis deleted under the military education requirements.(1) SPCs <strong>and</strong> CPLs with WLC credit are promotable to SGT.(2) SPCs <strong>and</strong> CPLs without WLC credit are promotable to SGT. They must complete WLC before they may beconsidered <strong>and</strong> placed on the list for promotion to SSG.(3) SGTs with WLC credit are promotable to SSG. They must successfully complete all phases before they may beconsidered <strong>and</strong> placed on the list for promotion to SFC.(4) SGTs may not be considered for promotion to SSG until they complete WLC. AGR <strong>Soldier</strong>s must attend USARor Reserve Component (RC) Total Army Training System–Configured (TATS–C) WLC.(5) SGTs with BNCOC credit (all phases) are promotable to SSG.(6) SSGs with BNCOC credit (all phases) are promotable to SFC. They must successfully complete ANCOC beforethey may be considered, <strong>and</strong> placed on the list for promotion to MSG.(7) SSGs without BNCOC credit (all phases) cannot be considered for promotion to SFC.(8) SSGs with ANCOC credit are promotable to SFC.(9) SFCs with ANCOC credit (or the USASMC) are promotable to MSG. There is no new training requirement.SFCs with a DOR of 1 Oct 92 or earlier are considered NCOES qualified <strong>and</strong> can be selected for MSG without anytraining requirement.(10) SFCs without ANCOC credit cannot be considered for promotion to MSG.(11) MSGs (this includes 1SGs) with ANCOC credit but without USASMC credit <strong>and</strong> who are in the selectionobjective of the SGM promotion list or CSM selection list are promotable only after they are enrolled in the USASMCby CNGB (NGB–ART–I) as follows. This is the only means to enroll in the USASMC.(a) For the nonresident course, State AGs (MPMOs only) will submit DA Form 7432 <strong>and</strong> Statements of Agreement<strong>and</strong> Certification (fig 7–2) to CNGB (NGB–ART–I). Receipt of the confirmed enrollment (via electronic mail) is theauthority to conditionally promote the <strong>Soldier</strong> to SGM on the date enrollment is confirmed, upon assignment to a SGMor CSM position, or the date a control grade (AGR <strong>Soldier</strong>s only) becomes available, whichever is later.(b) For the resident course, State AGs (plans, operations, <strong>and</strong> training officers only) will submit Army TrainingRequirements <strong>and</strong> Resource System (ATRRS) Automated Training Application System applications through ATRRS toCNGB (NGB–ART–I), Action Officer 012. Receipt of Code R (Reserved) on ATRRS is the authority to conditionallypromote the <strong>Soldier</strong> on the date the <strong>Soldier</strong> has a confirmed reservation, upon assignment to a SGM or CSM position,or the date a control grade (AGR <strong>Soldier</strong>s only) becomes available, whichever is later.(c) Title 10 AGR Program <strong>Soldier</strong>s will submit their forms through their local chains of comm<strong>and</strong> <strong>and</strong> supportchannels to CNGB (NGB–ARZ–T) for action by NGB–ART–I.(d) Submit forms for SGM selectees immediately upon approval of the board results. For CSM nominees, submitforms before the CSM nomination packets are due (NGR 600–200, chapter 9.)(12) MSGs with USASMC credit are promotable on the date assigned to a SGM or CSM position provided theymeet all the other criteria in this chapter <strong>and</strong> NGR 600–200. There is no new training requirement.(13) SGMs (this includes CSMs) with DOR before 1 Oct 92 will not attend the USASMC.108 AR 600–8–19 • 20 March 2008
