When monthly promotion point cutoff scores announcement <strong>and</strong> SGT/SSG promotion selection by-name lists arereceived from HRC–Alex<strong>and</strong>ria (HRC–St. Louis for USAR), promotions work center will identify <strong>and</strong> verify thosewho are eligible for promotion <strong>and</strong> who do not meet the service remaining requirement. The promotion work centerwill establish the suspense date.e. The promotion authority will notify the <strong>Soldier</strong> in writing—(1) That promotion may be only during the month for which the cutoff score is met.(2) That <strong>Soldier</strong>s will seek detailed information promptly on available benefits <strong>and</strong> options from the local careercounselor.(3) Of the established suspense date by which he/she must incur obligated active service for promotion.f. The PROM will publish promotion orders promptly, but not earlier than the effective month, when evidence isreceived (reenlistment or extension document) that the service remaining requirement has been met. The effective date<strong>and</strong> DOR will be the date of reenlistment or extension, provided otherwise qualified.g. A <strong>Soldier</strong>’s separation from the service before fulfilling the service remaining requirement does not invalidate thepromotion if the service requirements were met at the time of promotion.3–33. Rulesa. The promotion packet is designated as a transfer document which moves with the <strong>Soldier</strong> upon permanent changeof station (PCS).b. If the <strong>Soldier</strong>’s verified current promotion points are not reflected on the recommended list during the month ofPCS, the promotion work center will immediately post to the automated system. A copy of the promotion point updatescreen will be placed in the <strong>Soldier</strong>’s promotion packet. If the promotion work center cannot post the promotion pointsto the automated system, a statement will be issued by the promotions work center to verify the <strong>Soldier</strong> holds valid liststatus <strong>and</strong> will include the total promotion points <strong>and</strong> points date.c. The promotion packet as described in this chapter will, after being physically inventoried <strong>and</strong> verified with the<strong>Soldier</strong> as complete, be sealed in an envelope by the promotions work center clerk. The promotions work center/IOPRclerk will ensure that there is a block for the promotion packet on DA Form 137–2 (Installation Clearance Record) <strong>and</strong>initial that block. The envelope will be given to the <strong>Soldier</strong>.d. The <strong>Soldier</strong> will initial the appropriate block of DA Form 5123 (In-<strong>and</strong> Out-Processing Records Checklist)verifying receipt of a complete promotion packet. A copy of DA Form 5123 will be retained by the in/out processingwork center for 1 year to ensure an audit trail.3–35.
