a. <strong>Soldier</strong>s who are unable to qualify with a weapon due to a physical profile will use their last weaponsqualification score until the <strong>Soldier</strong> is medically cleared to fire for qualification. If the <strong>Soldier</strong>’s last qualifying scorewas a failing score, that <strong>Soldier</strong> (regardless of primary weapon assigned) will be granted a minimum qualifying scoreof 26 hits (M16 scale-DA Form 5790-R (Record Firing Scorecard-Alternate Course)).b. <strong>Soldier</strong>s who are unable to take an aerobic or alternate APFT event due to a permanent physical profile will usetheir last APFT score until the <strong>Soldier</strong> is medically cleared to take the APFT. If the <strong>Soldier</strong>’s last score was a failingscore, that <strong>Soldier</strong> will be granted a minimum qualifying score of 60 points for each APFT event.c. Temporary physical profiles <strong>and</strong> APFT.(1) AA, AGR, <strong>and</strong> TPU <strong>Soldier</strong>s with a temporary profile that prohibit taking one or more events of the APFT willuse their current APFT score provided it is not more than 2 years old at the time of the promotion point computation.(2) IRR <strong>Soldier</strong>s with a temporary profile that prohibit taking one or more events of the APFT will use their currentAPFT score provided it is not more than 3 years old at the time of the promotion point computation.Chapter 2Decentralized <strong>Promotions</strong>Section ITask: Managing Decentralized <strong>Promotions</strong>2–1. OverviewThis chapter governs the decentralized promotion system for promotions to SPC <strong>and</strong> below (refer to chapter 6 for IRR,IMA, <strong>and</strong> st<strong>and</strong>by Reserve (active status list) <strong>Soldier</strong>s).2–2. Generala. <strong>Soldier</strong>s must be in a promotable status on the effective date of promotion.b. The promotion authority or a higher headquarters may determine a <strong>Soldier</strong>’s eligibility to be promoted with aretroactive DOR when the <strong>Soldier</strong>’s promotion was delayed due to administrative error. Percentage limitations outlinedin this chapter apply retroactively.c. CDRs may promote <strong>Soldier</strong>s with a waiver provided they have promotion capability within the percentage waiverrestriction as outlined in paragraph 2–5.d. BASD will be used to determine TIS. Date of entry on IET will be used for USAR. For ARNGUS, use BASD ordate or original entry on initial entry training (IET) to determine TIS for advancement to PV2 <strong>and</strong> higher grades forNPS <strong>Soldier</strong>s. For PS <strong>Soldier</strong>s, compute from date of original enlistment into military service other than the delayedentry program (DEP) of an active component of the U.S. Armed Forces provided there was no break in militaryservice. This affects general eligibility for <strong>Soldier</strong>s advanced per paragraphs 7–21 <strong>and</strong> 7–22. <strong>Soldier</strong>s advanced afterenlistment, but prior to IET, will use the BASD to compute the TIS requirements for the next advancement.e. <strong>Soldier</strong>s will be promoted only in their PMOS or CPMOS. As an exception, both USAR <strong>and</strong> ARNGUS <strong>Soldier</strong>swho must be retrained in a new MOS as a result of unit reorganization, relocation, or inactivation may be consideredeligible for promotion. This exception is based on qualification in the former PMOS <strong>and</strong> provided the <strong>Soldier</strong> enrollswithin 12 months following assignment in the duty position <strong>and</strong> satisfactorily participates in an approved formal courseof instruction leading to the award of the MOS within 24 months of assignment to the duty position. A <strong>Soldier</strong> will bereduced if not qualified in new MOS within 24 months of assignment to the duty position.f. The PROM will conduct a monthly audit of 10 percent of Active Army units serviced to ensure waiver ceilingsare correctly computed <strong>and</strong> executed. Audit schedule will ensure each promotion authority is reviewed at least onceannually.g. The PROM will provide immediate training to promotion authorities who misapply waiver rules. The PROM willreport all incidents or misapplications to the promotion authority’s next higher personnel manager <strong>and</strong> to the chiefpersonnel manager for the installation or theater.h. Authority for promotion under the Army Civilian Acquired Skills Program (ACASP) is AR 601–210.
