7–18. Advancement based on Civilian Acquired Skills Programa. The MOSs listed in the ARNG ECM are the only MOSs authorized under this program.b. The <strong>Soldier</strong>’s ARNG unit CDR or training CDR may authorize accelerated advancement <strong>and</strong> award of theACASP MOS when the <strong>Soldier</strong> meets all criteria. <strong>Soldier</strong>s in MOSs eligible for SGT under this program may bepromoted without WLC. If not required to complete the WLC as part of their training program, they must completeWLC within 24 months after date of promotion <strong>and</strong> before they can be considered for promotion to SSG.c. CDRs may defer or deny accelerated advancement or promotion for lack of skill, failure to demonstrate theminimum required level of performance in the MOS or <strong>Soldier</strong> skills, or misconduct. CDRs will counsel their <strong>Soldier</strong>sin writing on DA Form 4856 (Developmental Counseling Form) with the reasons for deferral or denial, <strong>and</strong> file copiesof counseling statements until advanced or promoted to a higher grade, or separated, whichever is first.d. On DA Form 4187, this paragraph as well as the basic paragraph for the grade to which advanced will be cited.On orders for promotion to SGT, any comment required by paragraph 7–12 will be included.7–19. Advancement based on Stripes for Buddiesa. <strong>Soldier</strong>s who refer qualified applicants who subsequently enlist in the ARNGUS, Active Army, or USAR may beadvanced, without regard to other promotion criteria, to PV2 or PFC. The State MPMO will verify enlistment ofreferred applicants.b. The applicants must enlist before the referring <strong>Soldier</strong> leaves for IET, while the <strong>Soldier</strong> is between phases I <strong>and</strong> IIof the Split Training Option or after the <strong>Soldier</strong> completes IET.c. Referred applicants who enlist while the referring <strong>Soldier</strong> is in IET may be advanced only by the <strong>Soldier</strong>s IETCDR.d. DA Form 4187 is prepared to recommend advancement. If the IET CDR does not authorize the advancement, the<strong>Soldier</strong> may be advanced upon release from IET. The effective date will be the date released from IET, not the date thereferral enlisted. While in IET, the ARNG does not have the authority to advance <strong>Soldier</strong>s or to make advancementseffective during the period of IET without the concurrence of the <strong>Soldier</strong>’s IET CDR.e. When a referred applicant enlists before the person who referred him or her, the referral will be used to determineadvancement of the referring individual. This authority allows advancement based on any combination of enlistmentbefore or after the referring <strong>Soldier</strong>’s enlistment, or before or after service in IET, but not during this training.f. Two or more applicants may not refer each other <strong>and</strong> be advanced. The applicant who refers other(s) is advanced.g. Unit CDRs will advance <strong>Soldier</strong>s who enlisted as—(1) PV1, from PV1 to PV2 upon enlistment of one qualified NPS applicants, or from PV2 to PFC upon enlistmentof two NPS applicants (includes the one applicant who enlisted as PV1 from PV1 to PV2).(2) PV2, to PFC upon enlistment of one qualified NPS applicant.h. On DA Form 4187, this paragraph as well as the basic paragraph for the grade to which advanced will be cited.Section IVPromotion to Sergeant through Sergeant Major7–20. CriteriaTo be eligible for consideration, selection, <strong>and</strong> promotion to SGT through SGM, <strong>Soldier</strong>s must—a. Be considered <strong>and</strong> placed in the selection objective of the current promotion list. All <strong>Soldier</strong>s must go through theboard process before they may be selected <strong>and</strong> promoted. The only exceptions are listed in section III of thisregulation.b. Be in promotable status. The board will consider a <strong>Soldier</strong> who has a FLAG (regardless of type) in effectprovided they are otherwise eligible for consideration, but the <strong>Soldier</strong> cannot be selected nor promoted until thesuspension has been removed. This requirement is not waivable. The board will not see the FLAG action. <strong>Soldier</strong>s whohave been removed from promotion lists per paragraphs 7–43 <strong>and</strong> 7–44 <strong>and</strong> who are pending separation action per AR135–178, AR 635–200, or NGR 600–200 will not be considered for promotion. If not separated, the next regularlyscheduled promotion board may consider them unless they are eligible for a st<strong>and</strong>by advisory board per paragraph7–48. In January 2004, conditional promotions were suspended for SGT through SFC. However, <strong>Soldier</strong>s must beNCOES qualified in their current grade before they can be considered for promotion board action.c. Be participating satisfactorily in the active ARNGUS in the next lower grade.d. Meet the criteria in table 7–1 by the date announced in the board memor<strong>and</strong>um of instruction. For consideration for promotion to SGM with concurrent appointment to CSM, individuals will not yet be overthe objective age of 51 as of the last day of the month of the DA (NGB) ARNGUS CSM Selection Board per NGR600–200, chapter 9. However, State AGs may nominate individuals above the objective age without waiver orexception when the <strong>Soldier</strong> is clearly the best qualified of all eligible c<strong>and</strong>idates.h. For consideration for promotion to SGM, including concurrent appointment to CSM individuals who are notgraduates of the USASMC must be eligible to attend <strong>and</strong> complete the course. This includes the time in servicerequirements before maximum age or maximum years of service. <strong>Soldier</strong>s who were selected to attend but did notcomplete the course for any reason other than hardship are not eligible to attend the course again <strong>and</strong>, therefore, are noteligible for consideration or promotion to SGM. This criterion is not waivable, <strong>and</strong> exceptions to policy will not beconsidered.7–21. Military occupational specialty conversionNotification of Future Change to MOSs will be announced by HRC–Alex<strong>and</strong>ria or NGB–ARH as they occur. Theseannouncements will include training requirements (if any), utilization, promotion policy <strong>and</strong> reclassification actions.7–22. Promotion actionsa. <strong>Soldier</strong>s may be promoted into vacant positions on the basis of selection by a promotion board <strong>and</strong> placement inthe selection objective of a promotion list, except for the actions in section III of this chapter. All documentedpositions, including those on carrier unit identification codes (UICs), provisional units, <strong>and</strong> derivative UICs that arepart of the States structure are valid for promotion purposes subject to the policies of NGR 600–200, NGR 600–5,NGR 600–10, <strong>and</strong> regulations that govern the Military Technician Program. State MPMOs will verify questionablecases <strong>and</strong> coordinate with the State Human Resources Officer (HRO) as needed.b. <strong>Soldier</strong>s may be considered for assignment <strong>and</strong> promotion when they are two grades under the authorized grade,when no authorized positions in the unit or immediate geographic area for the intermediate grade, <strong>and</strong> no otherqualified <strong>Soldier</strong>s in the unit or immediate geographic area is available. For instance, when an artillery battery has asupply sergeant authorized in grade of SSG <strong>and</strong> an armorer/supply specialist authorized in grade of SPC, the SPC, ifpromotable (must be considered <strong>and</strong> in the selection objective of the current promotion list) <strong>and</strong> otherwise eligible forthe assignment per section X of this chapter, may be promoted to SGT against the SSG requirement. The State MPMOwill manage these actions with input from the State HRO if full-time support <strong>Soldier</strong>s are involved.c. For an SFC being assigned <strong>and</strong> promoted to a 1SG position, the SFC will be promoted to MSG on orders <strong>and</strong>concurrently appointed to 1SG.d.
