These lists will notalter anyone’s sequence number in the MOS or any other st<strong>and</strong>ing. Lists published to small unit level <strong>and</strong> which maybe posted in orderly rooms will not include SSNs.c. CDRs may notify <strong>Soldier</strong>s who were not selected on the day before the list is announced at large.d. Although the promotion list will be published throughout the State, the State MPMO will maintain the officialmaster list at the State HQ. This list, which must include the SSN to accurately identify each <strong>Soldier</strong>, will show alldeletions, changes, additions, promotions <strong>and</strong> other actions the State MPMO prescribes.e. The promotion or CPMOS for <strong>Soldier</strong>s selected for CSM <strong>and</strong> promotion to SGM is MOS OOZ. They will belisted by the type of organization or specific organization for which they were nominated <strong>and</strong> selected per NGR600–200, chapter 9. In this case, the type of organization takes the place of the junior <strong>Soldier</strong>s’ MOS to determine therelative ranking for promotion <strong>and</strong> assignment.f. The MPMO will publish updated lists periodically. Individuals integrated into the list, <strong>and</strong> those whose positionschange on the list for any reason, may be entered electronically or manually at the discretion of the State MPMO.Section IXSelect <strong>Soldier</strong>s from Promotion Lists7–39. Generala. The State MPMO will, in concert with the State HRO, determine the methods to request, assign <strong>and</strong> promote<strong>Soldier</strong>s, including those who are MTs <strong>and</strong> AGR, to available vacancies throughout the State in promotion sequenceusing the guidance in this paragraph <strong>and</strong> in paragraph 7–40. CNGB (NGB–ARZ–T) performs this function for the Title10 AGR Program. Under no circumstances will a <strong>Soldier</strong> on a promotion list be bypassed who is eligible <strong>and</strong> availablefor the vacancy. Selecting <strong>Soldier</strong>s from the promotion list through an interview process is prohibited.b. When the promotion list is published, <strong>Soldier</strong>s are eligible for immediate assignment to positions <strong>and</strong>, if qualified,promotion concurrent with the assignment. Assignment to a position from the promotion list as the first <strong>Soldier</strong> insequence eligible <strong>and</strong> available for the position assures the promotion. For <strong>Soldier</strong>s already assigned to positions whenthe list is published, see paragraph 7–39h(2).Note. AGR <strong>Soldier</strong>s will not be promoted to MSG or SGM without a controlled grade allocation.c. <strong>Soldier</strong>s are immediately eligible for NCOES training per paragraph 7–23b <strong>and</strong> assignment to positions authorizedhigher grades. States will establish specific times in which <strong>Soldier</strong>s must apply for these courses <strong>and</strong> be listed inATRRS to meet the 24 months requirement per paragraph 7–23.d. <strong>Soldier</strong>s with a qualifying conviction of domestic violence under the Lautenberg Amendment (18 USC 922) arenot authorized to attend service schools that require access to firearms <strong>and</strong> ammunition. These <strong>Soldier</strong>s will becounseled by CDRs concerning their inability to complete service schools, which may impact their future promotion<strong>and</strong> retention.e. <strong>Soldier</strong>s may be considered for assignment <strong>and</strong> promotion without regard to SQI, ASI, <strong>and</strong> LIC that is requiredfor their positions unless the qualification is indispensable to performance. States must use a consistent st<strong>and</strong>ard foreach MOS, grade, functional area, <strong>and</strong> type of unit. CDR with mission essential requirements to include SQI with theirselection criteria must receive approval from the MILPO prior to the publication of the annual MOI. This criteria willbe published in the State MOI for the promotion cycle.f. <strong>Soldier</strong>s in the selection objective of the MSG promotion list who are selected for 1SG positions are eligible forimmediate promotion upon assignment, <strong>and</strong> appointment to the grade of 1SG. They will be identified early enough toattend the FSC (AC or RC) before assignment. However, States may set a policy to require these <strong>Soldier</strong>s to completethe FSC before promotion if they set it as a statewide st<strong>and</strong>ard. See NGR 600–200, chapter 4, for further guidance on1SGs.g. States will have current SGMs <strong>and</strong> MSGs (including 1SGs) on the SGM promotion list, designated <strong>and</strong> approvedfor appointment to CSM for anticipated CSM vacancies using the procedures in NGR 600–200, chapter 9.h. CDRs will assign currently eligible, available <strong>Soldier</strong>s per NGR 600–200, chapter 4, including career developmentreassignments in grade, before requesting <strong>Soldier</strong>s from promotion lists. <strong>Soldier</strong>s assigned to higher gradedpositions who—(1) Are not eligible for promotion. This includes <strong>Soldier</strong>s eligible for, but who declined consideration by the board,or ranked so low in the promotion list that they will not be trained or promoted. These <strong>Soldier</strong>s may be removed fromtheir positions when there are one or more eligible <strong>Soldier</strong>s on the list who can be assigned to <strong>and</strong> promoted in theirpositions. However, <strong>Soldier</strong>s must be assigned within the guidelines of chapter 3.(2) Are not immediately promotable due to their sequence number on the MOS promotion list. These <strong>Soldier</strong>s mayremain in their positions <strong>and</strong> be promoted when the eligible <strong>and</strong> available <strong>Soldier</strong>s ranked ahead of them on the list intheir MOSs have been promoted. This includes <strong>Soldier</strong>s who have been selected <strong>and</strong> assigned, whether promoted or notremoved from the list administratively, determined ineligible or not available for an assignment, or who declined anassignment <strong>and</strong> promotion.122 AR 600–8–19 • 20 March 2008
