Promotion to PFC through SGT will be based solely on eligibility established in paragraph6–3 <strong>and</strong> will be accomplished administratively. Only those <strong>Soldier</strong>s meeting all eligibility requirements will beconsidered for promotion.b. IRR SSG <strong>and</strong> SFC. Annual DA selection boards will be convened by CDR, HRC–St. Louis to consider IRReligible <strong>Soldier</strong>s for promotion to SSG <strong>and</strong> SFC. Only <strong>Soldier</strong>s meeting eligibility requirements (see para 6–3) will bereferred to the board for consideration.c. Selections for SMC. CDR, HRC–St. Louis (AHRC–MSL) may task the DA selection boards to select IMA <strong>and</strong>St<strong>and</strong>by Reserve (Active Status List) <strong>Soldier</strong>s for enrollment in the SMC under the procedures prescribed in paragraph6–7.d. IMA MSG <strong>and</strong> SGM. No <strong>Soldier</strong> is authorized toappear in person before a selection board on his or her own behalf or in the interest of another <strong>Soldier</strong> who is underconsideration.c. HQDA (DAPE–MP) must approve or disapprove the board recommendations <strong>and</strong> direct appropriate action.d. The board may be tasked, as a separate action, to consider <strong>Soldier</strong>s for removal from a recommended list.6–8. The individual mobilization augmentee recommended promotion listThe names of IMA/IRR, SSG, SFC, <strong>and</strong> MSG who are recommended by the DA selection board will be reported on alist published by HRC–St. Louis. This list will remain in effect as long as there are <strong>Soldier</strong>s’ names still on the list.The recommended promotion list will consist of each IMA <strong>Soldier</strong> recommended for promotion <strong>and</strong> assigned apromotion sequence number within each MOS group.a. The names of <strong>Soldier</strong>s recommended for promotion will be placed in promotion sequence number by MOS.b. Sequence numbers for promotion will be determined by seniority within each recommended MOS. In effect, eachMOS will have its own selection list. Sequence numbers will be assigned within recommended MOS based on—(1) Seniority by DOR.(2) PEBD when DORs are the same.(3) Age (oldest first) when DOR <strong>and</strong> PEBD are the same.c. The name of a <strong>Soldier</strong> with a FLAG in effect (see para l–11) selected by the board will be placed on therecommended list with an identifying code (see para 6–3d). However, the <strong>Soldier</strong> cannot be promoted from the listuntil the FLAG has been lifted.d. The list will also be coded to identify those <strong>Soldier</strong>s who are enrolled in or have been credited with completion ofBNCOC, ANCOC or SMC.6–9. Individual mobilization augmentee promotion to master sergeant or sergeant majora. Promotion to MSG or SGM will only be made against an existing or projected vacancy within the IMA program.b .
