9–8. U.S. Army Recruiting Comm<strong>and</strong> USAR AGR recruitersThe U.S. Army Recruiting Comm<strong>and</strong> is authorized 10 merit promotions each fiscal year for USAR AGR <strong>Soldier</strong>s(detailed recruiters <strong>and</strong> MOS 79R). The merit promotions will be used to promote deserving USAR AGR recruiters tostaff sergeant <strong>and</strong> sergeant first class. Each brigade is authorized one merit promotion; the remaining five meritpromotions may be used at the CG USAREC’s discretion.a. <strong>Soldier</strong>s must meet the st<strong>and</strong>ards of chapter 3 <strong>and</strong> chapter 4 of this regulation.b. <strong>Soldier</strong>s must meet the st<strong>and</strong>ards of AR 600-9.c. <strong>Soldier</strong>s promoted to SFC incur a 24–month service obligation. <strong>Soldier</strong>s promoted to SSG incur a 12–monthservice obligation.d. <strong>Soldier</strong>s must meet current NCOES criteria for applicable grade; that is, WLC graduate for promotion to SSG <strong>and</strong>BNCOC graduate for promotion to SFC.e. <strong>Soldier</strong>s must be on an AGR tour for 6 consecutive months.f. <strong>Soldier</strong>s selected for promotion to SFC may not already be on a centralized promotion list.g. <strong>Soldier</strong>s selected for promotion may not have an approved retirement date.h. <strong>Soldier</strong>s must not have been denied continuation or retention in an AGR status as the result of board action.i. If detailed, <strong>Soldier</strong>s must convert their MOS to 79R.j. <strong>Soldier</strong>s may not be flagged according to AR 600-8-2 or possess a local or HQDA-approved bar to reenlistment.9–9. U.S. Army Recruiting Comm<strong>and</strong> USAR annual award winnersThree separate allocations for meritorious promotions have been set aside for USAREC USAR annual award winners.a. USAR Recruiter of the Year.b. USAR Health Care Recruiter of the Year.c. USAR NCO of the Year.Chapter 10<strong>Reductions</strong> in GradeSection IReduction Management10–1. <strong>Reductions</strong>a. <strong>Soldier</strong>s who enlist or reenlist in the Active Army or USAR (AR 140–111) in a higher grade than entitled will bereduced to the appropriate grade.b. A reduction board is required for <strong>Soldier</strong>s in the grade of CPL/SPC (when being reduced more than one grade)<strong>and</strong> for <strong>Soldier</strong>s in the grade of SGT through SGM for any reduction for misconduct (civil conviction) under paragraph10–3 (except under table 10–2) <strong>and</strong> for inefficiency under paragraph 10–5. Board appearance, however, may bedeclined in writing, which will be considered as acceptance of the reduction board’s action. Individuals in grade ofCPL <strong>and</strong> below may be reduced without action by a board.(1) If a <strong>Soldier</strong> in the grade of CPL/SPC <strong>and</strong> below is being reduced one grade without referral to a reduction board,the reduction action must be accomplished within 30 duty days after receipt of documentary evidence <strong>and</strong> beforeseparation or retention is considered.(2) The reduction authority may extend the 30–day limitation for good cause. A written justification must beincluded in the file if an extension is granted.c. For qualifying sentences requiring an automatic reduction to pay grade E–1 under the UCMJ, Art. 58a(a), see AR27–10. Per UCMJ, Art. 58a(a), when automatic, the reduction will be effective on the date of approval by theconvening authority.d. When the separation authority determines that a <strong>Soldier</strong> is to be discharged from the Service under other thanhonorable conditions, he/she will be reduced to the lowest enlisted grade. Board action is not required for thisreduction. The CDR having separation authority will, when directing a discharge under other than honorable conditionsor when directed by higher authority, direct the <strong>Soldier</strong> to be reduced to PV1. If discharge is approved under other thanhonorable conditions but is suspended (AR 635–200, para 1–27) (AR 135–178, para 2–5 for USAR), the <strong>Soldier</strong> willnot be reduced under this provision.e. Reduction transactions for all grades will be submitted by the BN HR.f. UCMJ, Art. 15, processing (see AR 27–10, para 3–39) will contain the following actions:(1) A UCMJ, Art. 15, log will be maintained at battalion level by the legal clerk.140 AR 600–8–19 • 20 March 2008/RAR 28 December 2009
