3–6. Special promotion categoriesa. Special Forces. <strong>Soldier</strong>s (SPC/SGT) in CMF 18, provided otherwise qualified, are eligible for promotion asindicated:(1) Upon successful completion of the Special Forces Qualification Course (SFQC), specialist/corporal will beautomatically promoted to sergeant, without board appearance. Effective date of promotion to sergeant will be theearliest date the <strong>Soldier</strong> meets both of the following:(a) SFQC graduate.(b) Award of a CMF 18 MOS.(2) Upon successful completion of the SFQC, sergeants who have been boarded <strong>and</strong> recommended for promotion intheir previous MOS will be promoted to staff sergeant the first day of the second month upon successful completion ofall phases of the course <strong>and</strong> award of a CMF 18 MOS. Promotion to SSG based on achieving a cutoff score in an MOSbefore award of an 18 series MOS will not be delayed pending completion of the SFQC.(3) <strong>Soldier</strong>s (SPC/SGT) enrolled in the SFQC carrying Special Report Code 18X meeting primary zone eligibilityrequirements <strong>and</strong> who are recommended for promotion are eligible for promotion in PMOS 11B provided otherwisequalified.(4) <strong>Soldier</strong>s (SGT) holding PMOS in CMF 18 <strong>and</strong> recommended for promotion may be boarded <strong>and</strong> promoted toSSG without regard to TIG <strong>and</strong> TIS restriction provided they are otherwise qualified.b. Rangers on a promotion to SGT recommended list. Provided otherwise qualified, Rangers will be promoted onthe first day of the second month following graduation date or board appearance, whichever is later. The PROM willenter 799 points in the system.c. Special mission units. Special mission unit CDRs designated in writing by the Special Management Division,HRC–Alex<strong>and</strong>ria, are authorized to promote to the rank of staff sergeant, <strong>Soldier</strong>s assigned to their comm<strong>and</strong> whosuccessfully graduate from an internal training course <strong>and</strong> have been recommended by a promotion board, providedotherwise qualified in accordance with this regulation. <strong>Soldier</strong>s who were recommended by a promotion board prior tocompletion of the course will be promoted upon successful completion of all phases of the course. <strong>Soldier</strong>s who areboarded <strong>and</strong> recommended for promotion after successful completion of all phases of the course will be promoted thefirst day of the following month.d. Officer C<strong>and</strong>idate School (OCS) <strong>and</strong> Warrant Officer C<strong>and</strong>idate Course (WOCC). <strong>Soldier</strong>s in grade of SPC <strong>and</strong>below entering OCS or WOCC will be promoted, by the losing organization, to SGT with an effective date <strong>and</strong> DORequal to the course reporting date (consistent with the provisions as outlined in AR 350–51). <strong>Soldier</strong>s promoted underthis paragraph will be informed that if they are on a current recommended list to SGT they will be removed from suchlist. Failure to complete training will result in reduction to former grade held <strong>and</strong> if previously removed from arecommended list to SGT, reinstatement to that list with former points attained.e. Special MOS alignment promotion. <strong>Soldier</strong>s with approved reenlistment/reclassification in MOS designated byHRC for special MOS alignment promotion to meet Army readiness will be promoted effective the graduation date ofthe MOS-qualifying, which occurs after all training phases have been completed <strong>and</strong> the MOS has been awarded.<strong>Soldier</strong>s who fail to complete training as scheduled, become disqualified for award of the new MOS are no longereligible for promotion under this paragraph. The HRC memor<strong>and</strong>um <strong>and</strong> this paragraph will be cited on the promotioninstrument as authority.f. Army Civilian Acquired Skills Program (ACASP). <strong>Soldier</strong>s enlisted into the Army (United States Army SpecialB<strong>and</strong>s) under ACASP in accordance with AR 601–210 who are authorized an accelerated promotion as outlined withinan enlistment agreement will be promoted citing this paragraph as the authority. The effective date <strong>and</strong> DOR will bethe date all requirements are met.g. Psychological operations specialist. Upon successful completion of the Psychological Operations QualificationCourse (POQC), provided otherwise qualified, SPC/CPLs will be automatically promoted to SGT, without boardappearance. Effective date of promotion to SGT will be the earliest date the <strong>Soldier</strong> meets both of the followingrequirements:(1) POQC graduate.(2) Award of MOS 37F.h. Civil affairs specialist. Upon successful completion of the Civil Affairs Qualification Course (CAQC), providedotherwise qualified, SGTs will be automatically promoted to SSG, without board appearance. Effective date ofpromotion to SSG will be the earliest date the <strong>Soldier</strong> meets both of the following requirements:(1) CAQC graduate.(2) Award of MOS 38B.3–7. <strong>Soldier</strong>s hospitalized because of service-incurred disease, wound, or injury <strong>and</strong> <strong>Soldier</strong>sassigned to a warrior transition battaliona. Provided otherwise eligible, <strong>Soldier</strong>s on a recommended list for promotion prior to hospitalization or assignmentto a WTB, may be promoted if their point scores are the same or higher than those announced by HQDA or HRC-St.Louis.20 AR 600–8–19 • 20 March 2008/RAR 28 December 2009
