The ANCOC requirement is waived for <strong>Soldier</strong>s promoted to SFC as USAMU competitive marksmen/gunsmiths;however, <strong>Soldier</strong>s must attend ANCOC to be considered by the MSG board.9–4. Rules for processing promotions for personnel assigned to the U.S. Army Parachute Teama. The U.S. Army Parachute Team (USAPT) comm<strong>and</strong>er may promote competitive parachutists to SPC at 18months time–in-service without regard to waivers.b. The USAPT comm<strong>and</strong>er may promote those competitive parachutists to SGT at 36 months TIS <strong>and</strong> 8 monthsTIMIG who are in authorized parachutists positions <strong>and</strong> have been recommended by a promotion board. Promotionboards will be conducted according to this regulation.c. The USAPT comm<strong>and</strong>er may promote those competitive parachutists to SSG at 72 months TIS <strong>and</strong> 10 monthsTIMIG who are in authorized parachutist’s positions <strong>and</strong> have been recommended by a promotion board. Promotionboards will be conducted according to this regulation.d. The USAPT comm<strong>and</strong>er may promote those competitive parachutists to SGT <strong>and</strong> SSG who are in authorizedparachutist’s positions who qualify for merit promotions based on meeting the following criteria:(1) Received one of the following meritorious parachutist’s awards by winning a gold medal at one of the followingparachutist’s events:(a) U.S. Parachuting National Championship.(b) Pan American Games.(c) World Air Games.(d) Parachuting World Cup.(e) Conseil Internationale due Sport Militaire (CISM) World Parachuting Championship.(2) Establish a parachuting world record recognized by the international parachuting committee of the FederationAeronautique International (FAI).(3) For SGT, have a minimum of 18 months TIS <strong>and</strong> 4 months TIMIG.(4) For SSG, have a minimum of 48 months TIS <strong>and</strong> 5 months TIMIG <strong>and</strong> completion of WLC.( 5 ) M e r i t o r i o u s a c t a c c o m p l i s h e d a t t h e g r a d e i m m e d i a t e l y p r e c e d i n g g r a d e r e c o m m e n d e d f o r m e r i t o r i o u spromotion.f. The USAPT comm<strong>and</strong>er will recommend to the CDR, HRC-Alex<strong>and</strong>ria (AHRC-MSP-E), for approval <strong>and</strong>publication of promotion orders those competitive parachutists in the grade of SSG for promotion to vacant authorizedUSAPT SFC parachutists positions. Recommended <strong>Soldier</strong>s must have a minimum of 72 months TIS.9–5. U.S. Army Parachute Team competitive parachutistsa. USAPT competitive parachutists will not compete for promotion within the semicentralized system to SGT/SSGor centralized promotion to SFC.b. Competitive parachutists will compete for promotion selection to MSG <strong>and</strong> SGM in the centralized promotionsystem. If selected, they will be subject to reassignment to an authorized position commensurate with their MOS <strong>and</strong>grade.9–6. U.S. Army Recruiting Comm<strong>and</strong> Merit Promotion Systema. Promotion to SFC. USAREC may promote up to 10 staff sergeants (MOS 79R) to sergeant first class per fiscalyear throughout the comm<strong>and</strong>. NCOs selected for promotion under the provisions of this chapter must be otherwiseeligible <strong>and</strong> meet the provisions of para 4-2 of this regulation. The intent of the provision in this chapter is that eachbrigade will have at least one merit promotion to SFC each year, with the remaining promotion allocations beingdetermined by the CG USAREC.b. Promotion to SGT <strong>and</strong> SSG. USAREC is authorized to promote detailed recruiters to the rank of SGT <strong>and</strong> SSGbased on attainment of the U.S. Army Recruiter Ring without regard to cutoff scores. <strong>Soldier</strong>s promoted under thisprovision of this regulation must otherwise be fully eligible for promotion as set forth in table 3-3 <strong>and</strong> table 3-4 of thisregulation. <strong>Soldier</strong>s must complete WLC for promotion to SSG.9–7. U.S. Army Recruiting Comm<strong>and</strong> recruitersU.S. Army recruiters (detailed <strong>and</strong> MOS 79R) will continue to compete for promotion under both the semicentralized<strong>and</strong> centralized promotion system. Detailed recruiters competing for promotion to SGT/SSG will have their promotionpoints reported to HQDA <strong>and</strong> continue to compete for promotion in their PMOS. Army Recruiters (MOS 79R) whohave not been selected for a merit promotion will continue to compete for consideration <strong>and</strong> selection to SFC by theDA Centralized Promotion Board.AR 600–8–19 • 20 March 2008/RAR 28 December 2009139
