<strong>Soldier</strong> changes his or her mind <strong>and</strong> requests board consideration. In this event, the declination will be removed fromthe MPF, annotated by the custodian to indicate the declination was withdrawn on a specified date, retained by thecustodian until the next regular board is convened, <strong>and</strong> then destroyed.c. When a <strong>Soldier</strong> declines promotion consideration, it is essential that the <strong>Soldier</strong>’s immediate supervisor <strong>and</strong> theCDR determine the reason for the declination <strong>and</strong> provide adequate counseling.5–12. Convening promotion selection boardsPromotion selection boards will be convened by the promotion authority (see para 5–2b). Wherever practical, theseboards will be held at battalion or similar level <strong>and</strong> convened as often as necessary to ensure eligible <strong>Soldier</strong>s areconsidered for promotion in a timely manner. However, as a minimum, the boards must be convened at least quarterlyunless there are no eligible <strong>Soldier</strong>s available for promotion consideration within the comm<strong>and</strong>. In addition, a boardmay be tasked, as a separate action, to consider <strong>Soldier</strong>s for removal from a recommended list (see para 5–28).5–13. Composition of a promotion selection boardThe promotion authority (see para 5–2b) will appoint a promotion selection board of at least 3 or more voting members<strong>and</strong> a recorder without vote. A board must be comprised in such a manner as to avoid a possible tie in voting. Forexample, if the president votes on all <strong>Soldier</strong>s, the total voting members (to include the president) must be odd innumber. When warranted, a board may be split into two or more panels, but each panel must consist of at least 3voting members <strong>and</strong> a recorder without vote. The document used to appoint board members will be filed as part of theboard proceedings (see fig 5–1).a. The president of the board will be a comm<strong>and</strong> sergeant major (CSM). If there is not a CSM present or assigned inthe geographical area, the president may be a SGM. The president may choose to be a voting member or to vote onlyto break a tie.b. Voting members will be NCOs senior in grade to those being considered for promotion.c. The recorder will be from the organization’s personnel section or will be someone well qualified in Army Reservepersonnel procedures. The recorder does not vote; therefore, he or she need not be senior in grade to those beingconsidered for promotion. Military Technicians may serve as recorders.d. Where consolidated boards are established under paragraph 5–3b at least one voting member representing thecomm<strong>and</strong> having promotion authority, must be appointed to the board.e.
