e. <strong>Soldier</strong>s who are reduced <strong>and</strong> then considered for promotion will retain credit for any NCOES courses with whichthey have been credited per this chapter.f. Army policy does not allow NCOES credit for professional development courses conducted by the Navy, AirForce or Coast Guard. Do not submit requests for waiver or exception to policy. Exception is ROTC Advanced Campas referenced in paragraph 7–24a(17).g. Marine Corps courses conducted under the auspices of the Marine Corps Combat Development Comm<strong>and</strong>, areincluded in paragraph 7–24a(4) through (9). These courses are conducted at the Staff NCO Academies at Marine Corpsbases Quantico, Camp Lejeune, Camp Pendleton, Camp Butler, Camp Crowder (USMCR), <strong>and</strong> selected other MarineCorps bases. Any other Marine Corps NCO School is considered a unit school <strong>and</strong> is not creditable here. Also, MarineCorps <strong>Institute</strong> courses are correspondence courses <strong>and</strong> are not creditable here. Waivers or exceptions to policy forthose courses will not be submitted.h. <strong>Soldier</strong>s credited with courses under prior policies retain credit until promoted. This includes special savingsprovisions for MTs prescribed in the National Defense Authorization Act for Fiscal Year 1994, P.L. 103–160, sections523(b) <strong>and</strong> (c).Section VPromotion Process Overview7–27. OverviewThe ARNG <strong>and</strong> ARNGUS promotion selection process establishes the means to—a. Consider all eligible <strong>Soldier</strong>s.b. Evaluate each <strong>Soldier</strong>s potential.c. Rank <strong>and</strong> then select the best qualified <strong>Soldier</strong>s for promotion.d. Prepare the <strong>Soldier</strong> with the necessary training for assignment at the next higher grade.7–28. Promotion Processa. States will conduct annual promotion boards for each grade <strong>and</strong> publish a promotion list. States are authorized tosupplement their annual promotion lists for Specialist to Sergeant <strong>and</strong> Sergeant to Staff Sergeant by conductingquarterly or semi-annual boards. States will follow the same procedures for conducting the supplemental boards;however the TIMIG <strong>and</strong> TIS will be calculated from the new board date. The selection objective will list in promotionsequence the best qualified <strong>Soldier</strong>s who will be assigned to current vacancies (within the State structure) in highergraded positions that go with the promotions per section X of this chapter.b. The promotion list is neither a permanent st<strong>and</strong>ing list nor an order of merit list. Each promotion list published bythe State AG is a new list <strong>and</strong> is intended to remain valid until exhausted or expires on the date established by the StateAG (MPMO). With the exception of <strong>Soldier</strong>s selected <strong>and</strong> assigned from the list <strong>and</strong> those approved for CSM by theHQDA (NGB) ARNG CSM Selection Board per NGR 600–200, chapter 9, the list remains valid until a subsequent listsupersedes it, approximately one year later.c. <strong>Soldier</strong>s who have not been selected for assignment <strong>and</strong> promotion <strong>and</strong> who remain on a list near its expiration,including those with hardships, will be considered in the next board process with a new ranking relative to all other<strong>Soldier</strong>s being considered. If not assigned <strong>and</strong> promoted from the old list before it expires, their sequence on the newlist will be determined solely by their ranking with their contemporaries; they will not be placed at the top of the list.d. Once considered <strong>and</strong> selected for promotion <strong>and</strong> assigned to a valid position, per paragraph 7–40, <strong>Soldier</strong>s arepromotable <strong>and</strong> may be promoted with an effective date <strong>and</strong> DOR on the date they are assigned to the valid highergraded position. AGR promotions to MSG <strong>and</strong> SGM will be promoted effective the date assigned to a valid position,date an AGR control grade is authorized, or if applicable, the date enrolled in USASMA, whichever is later. AGR<strong>Soldier</strong>s selected <strong>and</strong> assigned to higher graded positions before the list expires, but are not promoted because a controlgrade is not available, will remain assigned pending availability of a control grade resource. <strong>Soldier</strong>s are no longerrequired to compete for the position for which selected.e. <strong>Soldier</strong>s will initiate applications for training through their units using the Army Automated Training ApplicationModule. The following represents the priority of training <strong>and</strong> the primary means to determine which <strong>Soldier</strong>s willattend NCOES courses:(1) <strong>Soldier</strong>s who require NCOES to meet promotion requirement.(2) <strong>Soldier</strong>s during premobilization.(3) <strong>Soldier</strong>s upon demobilization.(4) Approved promotion list.f. The list is also used to select eligible <strong>Soldier</strong>s, in sequence, for assignment to higher graded positions that go withthe promotions per section X of this chapter.7–29. Announcement of promotion selection boardsa. The State MPMO will announce each board using a MOI patterned on figure 7–3, which will include—112 AR 600–8–19 • 20 March 2008
