h. Unit leaders will encourage <strong>and</strong> help <strong>Soldier</strong>s in the selection objectives of promotion lists to apply for their nextlevel NCOES courses.i. States will combine the CSM selection process in NGR 600–200, chapter 9, with the SGM promotion board asstated in paragraph 7–34. This process requires a means for eligible SGM, 1SG <strong>and</strong> MSG to accept or declineconsideration for CSM, such as using DA Form 4187 to accompany the NGB Form 4100–1–R–E. For 1SG <strong>and</strong> MSGnot selected for CSM, this will not affect their eligibility for promotion to SGM in their MOS.7–31. Individual <strong>Soldier</strong> actionsThe data on NGB Form 4100–1–R–E are taken from the SIDPERS–ARNG database <strong>and</strong> are the basis for promotionconsideration.a. <strong>Soldier</strong>s will verify the accuracy of entries <strong>and</strong> update the data as required.b. <strong>Soldier</strong>s will accept or decline consideration in their own h<strong>and</strong>writing on the form. They also mark (h<strong>and</strong>writtenX) one or more of the options provided in part IV of NGB Form 4100–1–R–E (or a State supplemental list of options).These options show where they are available for assignment <strong>and</strong> promotion to the higher grade as provided inparagraphs 7–29a(2) <strong>and</strong> 7–30d, <strong>and</strong> their agreement to apply for <strong>and</strong> complete required training, per paragraph 7–30d.<strong>Soldier</strong>s who cannot do so in person may accomplish these tasks using one of the alternate means in paragraph 7–30.Note: States will not pre-select options, this option is the sole decision of the <strong>Soldier</strong>.(1) They may decline consideration for promotion without penalty. This is only a declination of consideration forpromotion, assignment to higher graded positions, <strong>and</strong> NCOES training. The declination will be in effect only duringthe life of that list. <strong>Soldier</strong>s who decline consideration will be considered by the next regularly scheduled promotionboard if they remain eligible, do not again decline consideration, <strong>and</strong> are not denied consideration per paragraph 7–33.They are not eligible for st<strong>and</strong>by consideration regardless of the reason for declination.(2) Those who accept consideration, when listed in the selection objective of the promotion list, may expect to betrained in the NCOES course required for the promotion, promoted <strong>and</strong> assigned to higher graded positions during thelife of the list per paragraph 7–39c. As soon as the promotion list is published, <strong>Soldier</strong>s in the selection objective of thelist who are not graduates of, or enrolled as students in, the NCOES course required for the promotion list grade will<strong>and</strong> may be required to enroll in that course. <strong>Soldier</strong>s who accept consideration for promotion <strong>and</strong> NCOES training onNGB Form 4100–1–R–E are selected for promotion <strong>and</strong> assignment, <strong>and</strong> decline a school or assignment (<strong>and</strong> thepromotion) for which they are eligible, will be removed from that promotion list. This is based on the options theyselected per paragraphs 7–29 <strong>and</strong> 7–30d <strong>and</strong> g. This includes <strong>Soldier</strong>s who fail to apply for, accept, enter, or graduatefrom a school required for promotion other than by reason of medical disqualification or extreme hardship approved bythe State AG (or DARNG for Title 10 AGR <strong>Soldier</strong>s). They also may be removed from a higher graded position towhich assigned based on their promotion list status (see also NGR 600–200, chap 2). They will be considered by thenext regularly scheduled promotion board, if still eligible, do not decline, <strong>and</strong> are not denied consideration. These<strong>Soldier</strong>s are not eligible for st<strong>and</strong>by consideration.7–32. Correspondence with the boardNo one other than <strong>Soldier</strong>s being considered for promotion may correspond with a promotion board on a <strong>Soldier</strong>’sbehalf. If the board is prescribed in a format other than a formal board sitting jointly, no one may correspond with theboard or any individual on the board concerning a <strong>Soldier</strong>’s promotion action.a. <strong>Soldier</strong>s being considered may write to the president of the promotion board to provide documents <strong>and</strong> information,calling attention to any matter concerning themselves which they feel is important to their consideration. Althoughwritten communication is authorized, it is encouraged only when there is something that is not provided in the<strong>Soldier</strong>’s records, <strong>and</strong> which the <strong>Soldier</strong> feels will have an effect on the board’s deliberations. The <strong>Soldier</strong>’s officialrecord is used to determine quality <strong>and</strong> potential. Correspondence to boards will not be acknowledged, will not be abasis for reconsideration, <strong>and</strong> will not be included in the <strong>Soldier</strong>’s permanent personnel records (MPF, State file, orcareer management information file (CMIF)). Documents for permanent filing will be processed per AR 600–8–104.b. The following documents are not authorized <strong>and</strong> will not be given to the board:(1) Correspondence from anyone other than the <strong>Soldier</strong> concerned (this precludes communication from the <strong>Soldier</strong>’schain of comm<strong>and</strong>, NCO support channel, political sources, or other third parties).(2) Correspondence that criticizes or reflects on the character, conduct, or motives of any <strong>Soldier</strong>.(3) Incomplete appeals of items such as NCOER, AER, courts-martial, Article 15, or comparable criminal conviction,<strong>and</strong> so on.(4) Incomplete copies of NCOER or AERs. Only fully completed documents processed through official channelswill be seen by the board.c. Letters or memor<strong>and</strong>um (<strong>and</strong> all enclosures) seen by a promotion board become part of the board record <strong>and</strong> arenot filed in personnel records. Nonreceipt of a letter to the board president is not grounds for reconsideration by aSt<strong>and</strong>by Advisory Board as described in paragraph 7–48.118 AR 600–8–19 • 20 March 2008
7–33. Denying <strong>Soldier</strong>s consideration for promotion<strong>Soldier</strong>s who are eligible for promotion may be denied consideration as shown below or for reasons listed in paragraph7–43, using the guidance <strong>and</strong> procedures in paragraph 7–44f. Denial may be based on misconduct, insufficientexperience <strong>and</strong> knowledge in personal <strong>and</strong> professional qualities <strong>and</strong> qualifications, or lack of potential to serve at thehigher grade. This action generally will be taken when the individual deficiency is not sufficient to warrant a bar toreenlistment or extension or elimination from service. When approved, the denial of consideration will be maintainedonly with, <strong>and</strong> will expire with, the promotion list for which it was initiated.a. Initiate denial of consideration on DA Form 4187. Enclose DA Form 4856 on which the CDR has personallycounseled the <strong>Soldier</strong> on the reason for recommending denial. <strong>Soldier</strong>s may rebut their CDRs’ recommendations <strong>and</strong>submit statements that directly affect the circumstances. These actions will take place in time to allow the <strong>Soldier</strong> onemonth to prepare comments <strong>and</strong> consult with a judge advocate, if desired, <strong>and</strong> to allow the approval authority to takefinal action before the board process is complete. Holding them until the completion of the evaluation cycle mayrequire St<strong>and</strong>by Advisory Board action when a recommendation is disapproved.b. Denial of promotion consideration for SPC, CPL <strong>and</strong> SGT will be approved by the first CDR authorized in gradeLTC or higher.c. Denial of promotion consideration for SSG <strong>and</strong> SFC will be approved by the first CDR authorized in grade COLor higher.d. Denial of promotion consideration for MSG will be approved by the State AG.e. These CDRs will personally approve or disapprove these actions, <strong>and</strong> will not delegate this authority. The finalappeal authority is the State AG.f. Authority to deny promotion consideration for all Title 10 AGR <strong>Soldier</strong>s is the DARNG.Section VIIThe Evaluation Process7–34. GeneralThe complete evaluation process is a board process <strong>and</strong> will be modeled on the following guidelines. States may varyfrom this model provided every <strong>Soldier</strong> in each grade is evaluated the same way. For instance, states may prescribeformal, joint boards at the State Headquarters for senior boards, <strong>and</strong> decentralized or informal boards at majorsubordinate comm<strong>and</strong> or regional levels, or any combination of these. These decisions may be made based on resource,distance, time, leader availability, <strong>and</strong> troop population factors decided by the State. At least three individuals willevaluate each <strong>Soldier</strong> as prescribed by the State AG (MPMO). However, these boards will be conducted the same foreach grade across the State as specified in the State MOI or other directive that prescribes each board as discussed inparagraph 7–29.a. If the leadership chain (chain of comm<strong>and</strong> or supervisory channel), as designated by State MOI, is the board, thatprocess will be followed throughout the State for that grade. This constitutes a board, which, although it may or maynot meet jointly, will act accordingly. Unless otherwise stated here, the word board applies to both boards comprisingthe leadership chain <strong>and</strong> formal boards sitting jointly.b. Rules for boards include the following:(1) Three to five members senior in grade to the <strong>Soldier</strong>s being considered, with the senior member as president,will evaluate all <strong>Soldier</strong>s considered. When large numbers of <strong>Soldier</strong>s are considered, the convening authority mayappoint two or more panels of a board, each comprising three or more members, <strong>and</strong> each of which will consider aportion of the total records.(2) Promotion boards will generally comprise enlisted <strong>Soldier</strong>s. The president will be a CSM. If no CSM isavailable, then an SGM may preside (except for the SGM board <strong>and</strong> CSM panel). When officers are used in theseboards <strong>and</strong> panels, use LTC or higher for SFC <strong>and</strong> MSG boards (except the 1SG panel), <strong>and</strong> COL or higher for SGMboards, with a senior COL or a general officer as president. Panels will include at least one officer <strong>and</strong> two seniorNCOs, when officers are included.(3) The CSM panel of the SGM board will include CSMs to review SGM, 1SG <strong>and</strong> MSG who are eligible, perNGR 600–200, chapter 9, <strong>and</strong> accept consideration for CSM. If officers are included, they will be COL or higher. TheSGM Promotion Board will be charged first to select eligible SGM, 1SG <strong>and</strong> MSG who accept consideration for CSMper NGR 600–200, chapter 9, then consider all remaining eligible 1SG <strong>and</strong> MSG for SGM. 1SGs <strong>and</strong> MSGs selectedfor CSM by this panel are automatically selected for promotion to SGM in CPMOS 00Z50, but are subject first toapproval for CSM by the HQDA (NGB) ARNG CSM Selection Board per NGR 600–200, chapter 9.(4) The MSG promotion board also may be charged to select eligible MSGs <strong>and</strong> SFC in the selection objectives oftheir MOSs on the MSG promotion list to serve as 1SGs per NGR 600–200, chapter 4. The 1SG panel of the MSGpromotion board, will include only 1SGs <strong>and</strong> <strong>Soldier</strong>s in higher grades of rank. Officer membership is limited as statedabove.Note.
