i. JMD CDRs may promote, with waiver, individual augmentees assigned directly from the training base, consistentwith the time in grade (TIG) <strong>and</strong> TIS requirements, as outlined in para 2–3h(4), as follows:(1) The total number of assigned PV2s (from the training base) with less than 6 months TIS is limited to 20 percentof that population.(2) The total number of assigned PFCs (from the training base) with less than 12 months TIS limited to 20 percentof that population.(3) The total number of assigned SPCs (from the training base) with less than 24 months TIS is limited to 20percent of that population.(4) In instances where insufficient <strong>Soldier</strong>s are available to mathematically support the promotion waiver limitsestablished in this paragraph, a maximum of one <strong>Soldier</strong> may be promoted at any given time, with waiver, to PV2,PFC, <strong>and</strong> SPC.j. When computing waivers exclude the following:(1) CMF 18 <strong>Soldier</strong>s, Ranger School graduates, ACASP, <strong>and</strong> Stripes for Education Program when determining thenumber of waiver allocations to SPC. These <strong>Soldier</strong>s are not included in calculating waivers during the month ofpromotion or any subsequent month.(2) Assigned reserve <strong>Soldier</strong>s who are not counted in the Army’s end strength.k. Warrior transition battalion (WTB) comm<strong>and</strong>ers may promote, with waiver, <strong>Soldier</strong>s advancing to the rank ofSPC who are assigned to that unit as a patient. Waivers for TIS <strong>and</strong> TIMIG are as stated in paragraph 2-3h(4)(c). Thewaiver allocations are as follows:(1) The total number of <strong>Soldier</strong>s in the rank of SPC assigned as patients with less than 24 months TIS represents 20percent or less of that population.(2) In instances where the promotion waiver limits identified in (1) above do not allow promotions, one <strong>Soldier</strong> maybe promoted monthly with waiver to SPC.2–6.
