While this Charmis in effect, the character may choose to have anyaction he takes while remaining in the same placego unnoticed by observers; those watching himwill see him at rest. For example, the Exalt couldpour a vial of poison into a companion’s drink, butthe other person would only see the Solar sittingmotionless.Alternately, the Solar can hide motion on a largerscale from observers. If the Solar begins movingfrom a standstill and does not accelerate above aslow crawl, observers will see the Solar continue tostand in his original location. He can continue tospeak, in which case observers will hear his speechcoming from his original location. Using thisCharm, she can erase all memory of her presence ina given place. Upon activating this Charm, anyonewho witnessed the Solar being present duringthe course of the previous scene forgets entirely.Characters with a Permanent Essence greater thanthe Solar’s can make a contested Permanent Essenceroll with the Exalt in order to be unaffected; allothers suffer the memory loss automatically. Thismemory loss is very specific; characters affectedwill retain their memory of other events whichoccurred during the scene, modifying them onlyas much as is necessary to eliminate any traceof the Solar’s presence. If there is clear physicalevidence that another person was present, affectedcharacters will remember someone who does notmatch the Solar’s description; otherwise, they willnot remember anyone at all. A guard whom theExalt defeated in battle might remember an entirelydifferent looking assailant; someone who observedthe Solar meeting with an ally might remember theconfederate coming to the place alone. The Solarmay except from this effect a number of observersequal to her Permanent Essence.BUREAUCRACYPHILOSOPHYSolar Bureaucracy Charms divide into twocategories: those that work directly with bureaucraticorganizations, and those which aid in the buyingand selling of goods.The Charms of the former category tend to operateon a fairly broad scale — Solar Bureaucracy Charmscan directly affect the workings of even hugeorganizations, producing immeasurable benefitsor widespread havoc. Because Bureaucracy is theability which specifically focuses on dealing withlarge groups, these Charms can extend beyondwhat is normal for the scope of Charms — as longas they still focus on a single bureau or group, theseCharms can often function on a truly vast numberof individuals.The Charms in the latter category focus exclusivelyon the financial aspect of the ability. Charms in thisarea make a Solar into a masterful businessman.They can improve the Exalt’s knowledge in financialdealings as well as her ability to interact sociallywith business partners or potential customers.
