Successes onthis roll may be used to modify the mandate of theorganization, as perceived by other bureaus andsociety at large. One success can add or remove asingle minor aspect of the mandate — for example,making the Immaculate Order responsible forcataloging and reporting on all spirits within theRealm. Five successes can add or remove a singleextremely major aspect of the mandate — forexample, giving House Tepet command of allthe Realm’s Legions. Note that all changes in thisfashion must be related somehow to the existingduties of the group, though this Charm may beused to add intermediate duties which serve as abridge to a seemingly unrelated responsibility.with Willpower less than or equal to the character’sWillpower will still think well of the characterin general, but they may choose to turn againsthis leadership. If they do so, however, all rolls toconvince others to turn against the Solar increasein difficulty by the Exalt’s Essence. They may object to these duties,and may argue or fight against them, but theywill still act as if they are a previously acceptedpart of the group’s duties, rather than a newpresumption.
