3.2 Nëse organi i cili do të konsultohetmendon se nuk do të arrijë që tarespektojë afatin e caktuar, atëherëorgani në fjalë do të dorëzojë një letërshpjeguese Sekretarit, i cili mund tëcaktojë një afat tjetër.3.3 Nëse organi propozues në raste tëvërteta emergjente që janë jashtëkontrollit të tij, duhet të caktojë një afatmë të shkurtër, atëherë organi propozuesi dorëzon një letër shpjeguese Sekretarit icili mund të caktojë një afat tjetër.4. Së bashku me koncept dokumentin osememorandumin shpjegues, organi propozuesdo të dorëzojë një tabelë në të cilën duhetparaqitur komentet e pranuara nga organettjera së bashku me një shpjegim për secilinkoment nëse është përfshirë në propozim apojo, dhe nëse nuk është përfshirë arsyet përmospërfshirje.5. Gjatë përcaktimit të afateve në planinvjetor të punës së Qeverisë do të merrenparasysh kushtet e përcaktuara në paragrafëtmë lartë, dhe në rast të konfliktit mes atyreafateve dhe paragrafit (3) më lartë, shqyrtimi imaterialeve nga Qeveria do të shtyhet.3.2. If a body to be consulted believesthat it will not be able to meet suchdeadline, it shall submit an explanatoryletter to the Secretary, who may set adifferent deadline.3.3 If the originating body, for reasonsof genuine urgency outside its control,needs to set a shorter deadline it shallsubmit an explanatory letter to theSecretary, who may set a differentdeadline.4. The originating body shall submit with itsconcept document or explanatorymemorandum, a table listing the commentsreceived from other bodies together with anindication of whether such comments wereincorporated in the proposal and if not, whynot.5.The conditions specified in the paragraphsabove of this article shall be complied withduring the setting of deadlines in the AnnualWork Plan of the Government. In case of anyconflict between such deadlines and therequirements of paragraph 3 of this article, thereview of the concerned materials by theGovernment shall be postponed.13 / 853.2 Ako organ koji će se konsultovatimisli da neće moći da ispoštuje određenirok, onda će navedeni organ, podnetidopis sa objašnjenjima sekretaru, kojimože da odredi neki drugi rok;3.3 Ako predlagačko telo u slučajevimastvarnim vanrednim situacijama kojesu izvan njegove kontrole, treba daodredi što kraći rok, ondapredlagačko telo dostavlja dopis saobjašnjenjima sekretaru koji možeda odredi neki drugi rok.4. Zajedno sa koncept dokumentom ilimemorandumom sa objašnjenjimapredlagačko telo će dostaviti jednu tabeluna kojoj se trebaju podneti komentaridobijeni od drugih organa, zajedno saobjašnjenjem za svaki komentar ako jeuključen u predlog ili ne, i ako nisuuključeni razlozi isključenosti.5. Pri određivanju rokova u godišnjemplanu rada Vlade, će se uzeti u obzir zahteviutvrđeni u gore navedenim stavovima , i uslučaju sukoba između tih rokova i gornjegstava (3), razmatranje materijala Vlade ćebiti odloženo.
