VI. BASHKËRENDIMI DHEPLANIFIKIMI I PUNËS SË QEVERISËNeni 46Deklarata e prioriteteve1. Qeveria nxjerr një deklaratë tëprioriteteve e cila shërben si bazë e politikavepër përgatitjen e Kornizës Afatmesme tëShpenzimeve (KASH), Buxhetit dhe PlanitVjetor të Punës së Qeverisë. Qeveria do t’ishqyrtojë dhe konfirmojë ose ndryshojë këtoprioritete para fillimit të procesit të kornizësafatmesme të shpenzimeve çdo vit.2. Zyra për Planifikim Strategjik në ZKMdo të bashkërendojnë përgatitjen e deklaratësvjetore të prioritete të qeverisë para se kjodeklaratë të dorëzohet në Qeveri, nëbashkëpunim të ngushtë me Ministrinë eFinancave, Ministrinë për Integrime Evropianedhe Sekretariatin.3. Gjatë përgatitjes së Planit të Veprimittë Partneritetit Evropian (PVPE), Ministria eIntegrimeve Evropiane do të sigurojë që kyplan të harmonizohet për aq sa është emundshme me deklaratën vjetore tëprioriteteve të Qeverisë.VI. COORDINATING ANDPLANNING THE WORK OF THEGOVERNMENTArticle 46Statement of Priorities1. The Government shall issue a statement ofpriorities that shall provide the policyframework for the preparation of the MediumTerm Expenditure Framework (MTEF), theBudget and the Annual Work Plan of theGovernment. The Government shall reviewand confirm or amend these priorities beforethe start of the medium term expenditureframework process each year.2. The Strategic Planning Office of the OPMshall coordinate the preparation of the annualstatement of priorities before its submission tothe Government, in close cooperation with theMinistry of Finance, the Ministry forEuropean Integration and the Secretariat.3. The Ministry of European Integration, inpreparing the European Partnership ActionPlan (EPAP), shall seek to ensure that it isharmonized as far as possible with the annualstatement of priorities of the Government.VI. KOORDINACIJA I PLANIRANJERADA VLADEČlan 46Izjava o prioritetima1. Vlada donosi izjavu o prioritetima kojisluži kao osnova za politike za pripremuSrednjoročnog okvira troškova (SOT),budžeta i godišnjeg plana rada Vlade. Vladaće razmotriti i potvrditi ili promeniti oveprioritete pre početka procesa srednjoročnogokvira rashoda svake godine.2. Kancelarija za strateško planiranje u KPće koordinirati pripremu godišnje izjave oprioritetima vlade , pre nego što se ovaizjava dostavi Vladi, u tesnoj saradnji saMinistarstvom E i finansija, Ministarstvo zaevropske integracije i Sekretarijat.3. U toku pripreme akcionog plana zaevropsko partnerstvo (APEP), Ministarstvoza evropske integracije će omogućiti da ovajplan bude usklađen koliko je to moguće sagodišnjom izjavom vladinih prioriteta.59 / 85
