Kryeministri dhe secili ministër ka tëdrejtë të propozojë projektligje dhe aktenënligjore.2. The Prime Minister and every minister havethe right to propose drafts of Primary andSecondary Laws.2. Ministries exercise this right in conformitywith their relevant fields of activity as wellwith the responsibilities that derive from theapproved concept documents.V. PRAVILA I PROCEDURE ZAIZRADU I RAZMATRANJE NACRTAZAKONA I PODZAKONSKIH AKATAČlan 38Zakonodavna inicijativa1.Premijer i svaki ministar ima pravo dapredlaže nacrte zakona i podzakonska akta.2. Ministarstva vrše to pravo, u skladu sanjihovim oblastima delatnosti kao i saodgovornostima koje proističu iz usojenihkoncept dokumenata.3. Kryeministri, Ministri, Sekretari iPërgjithshëm dhe pozicionet e barasvlershmeme ta, Kryeshefat e Agjencive Ekzekutive,Drejtoret e Zyrave të ZKM-së, Drejtori iDepartamentit dhe Drejtori i DepartamentitLigjor, kanë të drejtën e nismës ligjore,përkatësisht propozojnë fillimin e procedurëspër hartimin e projektligjeve dhe aktevenënligjore.4. Nisma ligjore mund të ushtrohet edhe ngamë shumë se një Drejtor, kur projektligji oseakti nënligjor rregullon marrëdhëniet e mëshumë se të një fushë të caktuar. Në këtë rast3.
