Law No. 46 of 1962<br />

• fixed annual rents at 5 % of the cost of the land plus 8% of the cost of<br />

construction;<br />

• rents were frozen and any Egyptian who occupied a sole property<br />

continuously for three years or more could not be evicted;<br />

• tenancy rights transferred to children in perpetuity.<br />

Law No. 52 of 1969<br />

• limited the annual net return on investment of a landlord's property to 5 %<br />

of the value of the land and construction.<br />

Law No. 49 of 1977<br />

• annual net return limited to 7% of the value of the land and construction.<br />

Law No. 136 of 1981<br />

• incorporated the previous fixed 7% rate-of-return provision;<br />

• building owners were required to provide at least two-thirds of their<br />

apartment properties to prospective renters.<br />

Law No. 4 of <strong>1996</strong><br />

• amends Laws No. 49 of 1977 and No. 136 of 1981 (and similar). Rent<br />

control will no longer apply to dwellings not previously leased, and places<br />

with expired or expiring leases (i.e., vacant dwellings).<br />

Law No.6 of 1997<br />

• the right of lease for premises used for non-residential purposes<br />

("commercial, industrial, trade or vocational activity") shall terminate upon<br />

the death or departure of the first generation of beneficiary heir of the<br />

original leasee;<br />

• stipulates the graduated highest legal rent for non-residential leases as:<br />

Eight times the present legal rent for premises established before<br />

January 1944;<br />

Five times the rent for dwellings built from Jan 1944 - Nov 1961;<br />

Four times the rent for dwellings built from Nov 1961 - Oct 1973;<br />

Three times the rent for dwellings built from Oct 1973 - Sept 1977;<br />

1.10 times the rent for dwellings built from Sept 1977 - 30 Jan <strong>1996</strong>.<br />

• fixes the annual rental increase at 10% per year for all such dwellings.
