UE contro la Russia nuovi divieti impattanti<br />
sulle fonderie<br />
Il provvedimento emanato il 18 dicembre 2023 inserisce, fra l’altro, la ghisa<br />
in pani fra i materiali sanzionati, anche se è previsto un periodo transitorio<br />
Come reazione all’invasione russa dell’Ucraina<br />
l’Unione europea, il Regno Unito, gli Stati Uniti<br />
e altri partner internazionali (Canada e Giappone)<br />
hanno varato negli ultimi anni una serie<br />
di sanzioni economiche e finanziarie nei confronti<br />
della Russia e della Bielorussia.<br />
Le misure, in continuo aggiornamento, hanno<br />
una duplice finalità: da un lato indebolire la<br />
capacità della Russia di finanziare la guerra,<br />
dall’altro imporre importanti costi economici e<br />
sociali nei confronti dell’organizzazione politica<br />
russa, mirando a infrangere il fronte interno.<br />
I provvedimenti sono strutturati in sanzioni<br />
individuali ed economiche (come i numerosi<br />
blocchi agli scambi internazionali), restrizioni<br />
nei confronti dei media russi e, infine, misure<br />
diplomatiche.<br />
La continua evoluzione del quadro sanzionatorio<br />
costringe gli operatori economici a navigare<br />
a vista. Per tutelarsi, occorre prestare<br />
la massima attenzione, analizzare le singole<br />
operazioni, studiare i codici doganali individuando<br />
i prodotti oggetto di restrizioni ed evitare<br />
i soggetti inclusi nella lista degli embarghi.<br />
Preme qui sottolineare l’ampia gamma di prodotti<br />
sanzionati di interesse per il settore delle<br />
fonderie (sia in import che in export) esclusivamente<br />
in base al relativo codice doganale:<br />
rimane pertanto estremamente importante,<br />
per le fonderie operanti con l’estero, verificare<br />
la correttezza dei codici doganali utilizzati nelle<br />
transazioni dei propri prodotti finiti, componenti<br />
e materie prime.<br />
LE LIMITAZIONI ALL’EXPORT<br />
Le restrizioni commerciali imposte dall’UE sono<br />

costs on the Russian political organisation, aiming<br />
to break the internal front. The measures are<br />
structured into individual and economic sanctions<br />
(such as numerous blocks on international trade),<br />
restrictions on Russian media and, finally, diplomatic<br />
measures.<br />
The continuous evolution of the sanctions framework<br />
forces economic operators to play it by ear.<br />
To protect yourself, you need to pay the utmost<br />
attention, analyse the individual operations,<br />
study the customs codes by identifying the products<br />
subject to restrictions and avoid the subjects<br />
included in the embargo list.<br />
It is important here to underline the wide range<br />
of sanctioned products of interest to the foundry<br />
