LE NOVITÀ DELL’ULTIMO PACCHETTO DI
SANZIONI
L’ultimo sviluppo in fatto di sanzioni nei confronti
della Russia è rappresentato dal dodicesimo
pacchetto di misure 1 , adottato lo scorso
18 dicembre, con il quale il Consiglio europeo
ha deciso di imporre nuove restrizioni nei
confronti di altre 61 persone e 86 entità responsabili
di azioni che compromettono o minacciano
l’integrità territoriale, la sovranità e
l’indipendenza dell’Ucraina. I nuovi inserimenti
in elenco riguardano principalmente il settore
militare e della difesa. Inoltre, le misure restrittive
si applicano a importanti operatori economici
di diversi ambiti settoriali.
Nello specifico, il dodicesimo pacchetto ha un
impatto particolarmente significativo sull’industria
di fonderia europea, per le ulteriori limitazioni
che riguardano le importazioni della
ghisa in pani e dei prodotti in alluminio come
specificate di seguito.
L’IMPATTO DEL PACCHETTO SULLE
FONDERIE: DIVIETO IMPORT SU GHISE,
FERRO-LEGHE, PRODOTTI FERROSI,
GRANIGLIE E POLVERI
L’art. 3 decies del Reg. (UE) 833/2014 (il regolamento
sanzionatorio con il quale fin dal
2014, anno dell’occupazione russa della Crimea,
l’Europa aveva disposto una serie di restrizioni
nei confronti della Russia), già prevedeva
il divieto di acquisto e di import in UE di
una serie di beni, tutti elencati in Allegato XXI.
Il dodicesimo pacchetto di sanzioni ha modificato
tale allegato, aggiungendo ai beni già
vietati, fra gli altri, i seguenti, identificati dalla
relativa Voce Doganale (VD):
• 7201 Ghise gregge e ghise specolari in pani,
salmoni o altre forme primarie.
• 7202 Ferro-leghe.
• 7203 Prodotti ferrosi ottenuti per riduzione
diretta di minerali di ferro e altri prodotti ferrosi
spugnosi, in pezzi, palline o forme simili;
ferro di purezza minima, in peso, di 99,94 %,
in pezzi, palline o forme simili.

The various sanctions packages intervened on
different fronts: strengthening and expanding the
system of restrictions from a product and subjective
point of view, and introducing stricter rules
and new mechanisms aimed at limiting the risk of
evading sanctions.
WHAT’S NEW IN THE LATEST SANCTIONS
PACKAGE
The latest development in terms of sanctions
against Russia is the twelfth package of measures
1 , adopted last 18 December, with which the
European Council decided to impose new restrictions
against a further 61 persons and 86 entities
responsible for actions that compromise or
threaten the territorial integrity, sovereignty and
independence of Ukraine. The new additions to
the list mainly concern the military and defence
sector. Furthermore, the restrictive measures apply
to important economic operators from different
sectors.
Specifically, the twelfth package has a particularly
significant impact on the European foundry
industry, due to the additional limitations affecting
imports of pig iron and aluminium products as
specified below.
THE IMPACT OF THE PACKAGE ON
FOUNDRIES: IMPORT BAN ON PIG IRONS,
FERROALLOYS, FERROUS PRODUCTS, GRITS
AND POWDERS
Art. 3 decies of the Reg. (EU) 833/2014 (the sanction
regulation with which since 2014, the year of
the Russian occupation of Crimea, Europe had
placed a series of restrictions against Russia), already
provided for the ban on the purchase and
import in the EU of a number of goods, all listed
in Annex XXI.
The twelfth package of sanctions modified this
annex, adding to the already prohibited goods,
among others, the following, identified by the relevant
Tariff Heading:
• 7201 Pig iron and spiegeleisen in pigs, blocks or
other primary forms.
• 7202 Ferro-alloys.
• 7203 Ferrous products obtained by direct reduction
of iron ore and other spongy ferrous
products, in lumps, pellets or similar forms; iron
