care una strategia di carbon budget e di riduzione<br />
del rischio, ovvero di riduzione del costo previsto<br />
per l’adempimento degli obblighi derivanti dal<br />
CBAM, tenendo conto delle previsioni normative<br />
rispetto alla restituzione di Certificati CBAM. <strong>In</strong>fatti,<br />
il dichiarante CBAM autorizzato deve garantire<br />
- entro la fine di ogni trimestre – di acquistare<br />
un numero di Certificati CBAM equivalenti<br />
ad almeno l’80% delle emissioni incorporate dichiarate.<br />
Questo significa che esiste la possibilità<br />
di impostare una strategia di hedging, dove sarà<br />
possibile acquistare il 20% di Certificati CBAM in<br />
un momento di mercato più favorevole.<br />
Il calcolo delle emissioni incorporate è un tema<br />
strettamente correlato al numero di certificati<br />
CBAM da acquistare e, conseguentemente,<br />
a quelli che sono gli impatti economici del meccanismo:<br />
la quantità di certificati da restituire,<br />
infatti, equivale alle emissioni incorporate dichiarate.<br />
Sarà, quindi, utile analizzare i flussi in<br />
import non solo in ottica “embedded emissions”<br />
(con un conseguente - se necessario - aggiornamento<br />
dei criteri di selezione dei propri fornitori<br />
extra-UE), ma anche monitorando l’implementazione<br />
o meno di meccanismi di carbon tax diretta<br />
o indiretta nei paesi di origine dei beni importati,<br />
in quanto determinerà uno sconto rispetto al<br />
quantitativo di Certificati CBAM da acquistare.<br />
Sull’entità di questo sconto, la Commissione Europea<br />
si sta adoperando e sarà un tema “caldo”<br />
dei prossimi mesi.<br />
CONCLUSIONI<br />
Il piano di azione dell’UE punta alla promozione<br />
di strumenti e incentivi ispirati dal principio “chi<br />
inquina paga” e il CBAM, insieme al meccanismo<br />
ETS, si inserisce in questo contesto. La Commissione<br />
è conscia della complessità di questo<br />
nuovo meccanismo ed è per questo che ha previsto<br />
un periodo transitorio, con obblighi in capo<br />
agli importatori che non implicano né la verifica<br />
delle embedded emissions, né l’adeguamento<br />
finanziario. Questi mesi saranno essenziali per<br />
ingaggiare i fornitori nella condivisione delle informazioni<br />
necessarie per compilare la Relazione<br />
trimestrale CBAM, per analizzare gli impatti e rischi<br />
connessi al CBAM rispetto ai propri flussi di<br />
import e per pianificare una strategia di carbon<br />
budget, tenendo conto dei valori di forecast e dei<br />
driver che guidano il mercato della CO 2<br />

and risk reduction, namely reducing the<br />
expected cost of fulfilling CBAM-related obligations,<br />
taking into account the regulatory provisions<br />
with respect to the return of CBAM Certificates.<br />
Authorised CBAM declarants must, in<br />
fact, guarantee that by the end of each quarter<br />
they have purchased a number of CBAM<br />
Certificates equivalent to at least 80% of their<br />
declared embodied emissions. This means that<br />
a hedging strategy can be set up making it will<br />
be possible to buy 20% of CBAM Certificates<br />
when the market is most favourable.<br />
Calculation of embodied emissions is closely<br />
linked to the number of CBAM certificates to be<br />
purchased and, consequently, to the economic<br />
impacts of the mechanism: the amount of certificates<br />
to be returned, in fact, is equivalent to<br />
the declared embodied emissions. It will, therefore,<br />
be useful to analyse import flows not only<br />
from an “embedded emissions” perspective<br />
(with a consequent, if necessary, update of the<br />
selection criteria for non-EU suppliers), but also<br />
by monitoring the implementation or otherwise<br />
of direct or indirect carbon tax mechanisms in<br />
the countries of origin of imported goods, as<br />
this will determine a discount depending on the<br />
number of CBAM Certificates to be purchased.<br />
The European Commission is working on the<br />
size of this discount and it will be a “hot” topic in<br />
the coming months.<br />
CONCLUSIONS<br />
The EU Action Plan aims to promote tools and<br />
incentives inspired by the ‘polluter pays’ principle,<br />
and the CBAM, together with the ETS<br />
mechanism, fits into this context. The Commission<br />
is aware of the complexity of this new<br />
mechanism and that is why it has provided for<br />
a transitional period, with obligations for importers<br />
that involve neither the verification of<br />
embedded emissions nor financial adjustment.<br />
These months will be essential for engaging<br />
suppliers in sharing the information needed<br />
to compile the CBAM Quarterly Report, to analyse<br />
the impacts and risks associated with<br />
CBAM with respect to their import flows and<br />
to plan a carbon budget strategy, taking into<br />
account the forecast values and drivers of the<br />
CO 2<br />
