for the environment. These sites are the<br />
subject of permanent monitoring and<br />
internal inspections carried out by Eurovia’s<br />
quality, safety and environment department<br />
(QSE). The programme launched seven years<br />
ago to upgrade coating plants is now<br />
producing results. Inspections are carried out<br />
regularly at these sites to ensure they<br />
continue to comply with regulations. The<br />
risks identifi ed in connection with quarries<br />
concern noise, vibration and dust emissions.<br />
External audits are carried out every year by<br />
certifi ed bodies. Dust emissions, which are<br />
checked in compliance with standards<br />
defi ned by an external body, are <strong>report</strong>ed<br />
once a year to the regional department for<br />
industry, research and the environment<br />
(DRIRE). Because these risks are limited, no<br />
special system has been set up to monitor the<br />
costs and investments connected with their<br />
management. However, all identifi ed risks are<br />
analysed on a case-by-case basis and<br />
provisions are allocated if appropriate.<br />
On 31 December <strong>2005</strong>, provisions allocated<br />
by Eurovia, where most of the industrial and<br />
environmental risks are concentrated,<br />
amounted to €7 million.<br />
TECHNOLOGICAL RISKS<br />
As <strong>VINCI</strong> has no facilities classifi ed under<br />
clause IV of article L. 515-8 of the French<br />
Environmental Code, its subsidiaries are no<br />
longer directly concerned by technological<br />
risks. They can, however, be indirectly<br />
exposed to such risks in the following cases:<br />
– some <strong>VINCI</strong> business activities may be<br />
carried out occasionally or on a long-term<br />
basis near facilities classifi ed as presenting<br />
technological risks. The companies involved<br />
must then comply with current legislation:<br />
in particular, they may not initiate any<br />
activities that could lead to an increase in<br />
the number of employees working close to<br />
the classifi ed site;<br />
– some of <strong>VINCI</strong> Energies’ business units may<br />
be called upon to work inside classifi ed<br />
facilities where the operations rules oblige<br />
them to take all the necessary safety steps,<br />
especially those concerning employee<br />
evacuation.<br />
Environmental <strong>report</strong>ing is carried out once a year in accordance with formalised procedure manuals. More than 200 <strong>VINCI</strong> employees<br />
are involved in the <strong>report</strong>ing activity. In line with the master plan established in 2003, the <strong>report</strong>ing mechanism has been extended to cover<br />
the performance of <strong>VINCI</strong> Energies’ business units. Change can be measured by division or by type of business based on the verifi ed data.<br />
