Digital Culture: The Changing Dynamics<br />

expertise <strong>and</strong> experience through cooperation in several international research <strong>and</strong><br />

development projects, which in the future will require better domestic opportunities<br />

(ibid: 37 <strong>and</strong> 38). Another contact point with culture in this area is to ensure the<br />

participation <strong>and</strong> quality cooperation of Slovenian partners in EU programmes<br />

allowing them access to EU budgetary funds (ibid: 28) As already mentioned,<br />

e-culture is included in the third basic area with a separate subheading with the<br />

following vision (ibid: 49):<br />

“Ensure development <strong>and</strong> broad access to Slovenian digital cultural content as a<br />

foundation for increasing Slovenia’s international profile, creating added value<br />

in culture <strong>and</strong> related cultural industries, <strong>and</strong> contributing to knowledge for a<br />

better quality of life.”<br />

There are several strategic goals <strong>and</strong> areas of activity predicted as follows:<br />

Strategic goals:<br />

• accelerating the process of digitization of existing analogue cultural content<br />

found in museums, libraries, archives, the media <strong>and</strong> art;<br />

• introducing digital content, e-business <strong>and</strong> e-services for collaboration between<br />

cultural institutions <strong>and</strong> citizens <strong>and</strong> other information society organizations;<br />

• participation in the European digital cultural area in the field of content,<br />

st<strong>and</strong>ards, protocols <strong>and</strong> digital rights management systems;<br />

• exploiting Slovenia’s advantage in Europe – its small size makes it an ideal<br />

environment for experimental implementation of complex digital culture<br />

models involving material, legal, commercial <strong>and</strong> informational dimensions;<br />

• ensuring the material, professional, legal <strong>and</strong> educational incubator support for<br />

creators <strong>and</strong> users of digital cultural art.<br />

Scope of activity:<br />

• ensuring adequate computer <strong>and</strong> broadb<strong>and</strong> communications infrastructure for<br />

transmission, processing, long-term storage <strong>and</strong> use of digital cultural content;<br />

• encouraging digitization of all types of cultural content through suitable<br />

documentation, development of Slovene language terminology <strong>and</strong> permanent<br />

storage of digital content;<br />

• supporting the creation of digital cultural content <strong>and</strong> services, especially by<br />

SMEs <strong>and</strong> individual authors;<br />

• continuing the development of the Slovenian Digital Library (dLib.si),<br />

Slovenian e-Archive <strong>and</strong> the national television broadcasting service’s<br />

multimedia centre;<br />

• exp<strong>and</strong>ing the central cultural heritage register to include all segments of<br />

cultural heritage;
