informatization of processes in institutions for the preservation of cultural heritage<br />

<strong>and</strong> to develop libraries as public information <strong>and</strong> lifelong learning centres. However,<br />

the first measure cited in the document is to ensure financial resources for the<br />

improvement of ICT equipment in public libraries <strong>and</strong> other cultural institutions.<br />

Another sectorial strategic document was adopted in 2007: the Resolution on a<br />

National Programme for Language Policy 2007-2011 (2007: 5964), in which<br />

digitization is explicitly underlined as a technological means for language<br />

development. In this regard, new <strong>and</strong> improved Slovene language software tools<br />

(translators, search engines, educational applications, accounting <strong>and</strong> bookkeeping<br />

applications, online shops, telecommunication services, etc.) <strong>and</strong> Web design<br />

(cultural <strong>and</strong> other practical content) are presented as important vehicles for<br />

exp<strong>and</strong>ing linguistic capacities.<br />

National Cultural Programme 2008-2011 (2008:3385) defines the enabling of<br />

access to e-culture as one of seven directives for the next period, repeating all the<br />

already known arguments for integration of information <strong>and</strong> communication<br />

technologies into cultural services <strong>and</strong> products while referring to the relevant EU<br />

documents on the topic.<br />

Individual strategic documents<br />

The next level of documents refers to individual projects, such as the Digital Library<br />

of Slovenia Development Strategy – dLib.si 2007-2010. It reports how the National<br />

<strong>and</strong> University Library (NUK) has been successful in the application of metadata<br />

st<strong>and</strong>ards <strong>and</strong> communication protocols (Digital Library of Slovenia Development<br />

Strategy – dLib.si 2007-2010, 2007: 14) while it lags behind in the development of<br />

the digital library portal <strong>and</strong> archive (ibid: 7). The quantity of digitized materials is<br />

sufficient in comparison to other national libraries. The weak implementation of<br />

user-oriented technological solutions to support creation of <strong>and</strong> access to digital<br />

collections <strong>and</strong> other digital library services (ibid: 13) is a consequence of the absence<br />

of serious “new money”. Apart from some project money, including from<br />

international projects, it has been generally expected that institutions can manage<br />

these new tasks within their regular funds <strong>and</strong> existing working force.<br />

Concerning the diversity aspect we can see (ibid: 14):<br />

the development of the European Digital Library, emphasizing the need for the<br />

European Member States to defend their cultural <strong>and</strong> linguistic diversity.”<br />
