For the purpose of demonstration, a prototype travel reliability inventory will be created for the Chicago Metropolitan Area. The primary reason to focus on this area is data availability: IDOT has continuously funded the Gary-Chicago-Milwaukee (GCM) Traveler Information System, which has over the years accumulated a huge amount of traffic data that cover major roads in the Chicago area.
