Project Descripti<strong>on</strong>:<br />

The main goal of this study is to assess the effectiveness and essential role of flaggers and spotters in directing work z<strong>on</strong>e traffic for expressways<br />

and freeways in <strong>Illinois</strong> with a posted speed limit greater than 40 mph and c<strong>on</strong>sider alternative means of providing this functi<strong>on</strong>. The study's<br />

findings <strong>on</strong> the roles and effectiveness of flaggers versus spotters for directing work z<strong>on</strong>e traffic c<strong>on</strong>trol should guide decisi<strong>on</strong>-makers <strong>on</strong> changing<br />

policy to allow an expanded use of work z<strong>on</strong>e spotters to improve work z<strong>on</strong>e safety and mobility performance in future road and bridge<br />

c<strong>on</strong>structi<strong>on</strong> projects.<br />
