• Because the proposed <strong>Coeur</strong> d’Alene facility is not <strong>in</strong>itially envisioned to host a full-time<br />
sports tenant, a typical premium seat<strong>in</strong>g program (such as annually-leased suites) may not<br />
be appropriate. However, an upscale reception area could be developed to host<br />
receptions <strong>and</strong> other functions before events, or to host VIP personnel dur<strong>in</strong>g events.<br />
This type of space could also be used to generate revenue <strong>by</strong> offer<strong>in</strong>g patrons the ability<br />
to purchase a pass to attend a pre-event function offer<strong>in</strong>g complimentary food <strong>and</strong><br />
beverage. An upscale reception room could also be used on non-event days to host small<br />
meet<strong>in</strong>gs <strong>and</strong> banquets, <strong>and</strong> could provide breakout space dur<strong>in</strong>g flat floor events.<br />
• In addition to develop<strong>in</strong>g recommendations regard<strong>in</strong>g an appropriate build<strong>in</strong>g program<br />
for the proposed Riverstone facility, a prelim<strong>in</strong>ary analysis of potential future<br />
development options at the Kootenai County Fairgrounds was conducted.<br />
o One option is an <strong>in</strong>creased focus on livestock events. However, livestock events<br />
are generally not profitable, <strong>and</strong> there may not be sufficient dem<strong>and</strong> for such<br />
events <strong>in</strong> the area to justify significant <strong>in</strong>vestment <strong>in</strong> new or upgraded livestock<br />
facilities.<br />
o Another scenario may <strong>in</strong>volve improvement <strong>and</strong>/or expansion of the Fairgrounds’<br />
flat floor exhibition facilities. Simply upgrad<strong>in</strong>g the level of amenities associated<br />
with exist<strong>in</strong>g exhibition facilities could draw a limited number of additional<br />
events to the Fairgrounds, <strong>and</strong> could help support <strong>in</strong>creased rental rates, help<strong>in</strong>g to<br />
recoup revenue that could be lost if some of the Fairgrounds’ largest exist<strong>in</strong>g<br />
events are relocated to the proposed Riverstone facility.<br />
o The Fairgrounds may not be an appropriate location for a full convention center<br />
due to a lack of an adjacent headquarters hotel. Further, a fairgrounds environ<br />
may not provide a good fit for corporate meet<strong>in</strong>gs, conventions <strong>and</strong> other such<br />
events. Therefore, if a flat floor facility were to be developed on the Fairgrounds<br />
<strong>in</strong> the future, it would likely be more appropriate to construct a relatively basic,<br />
clear span structure with restrooms, concessions <strong>and</strong> other patron amenities, rather<br />
than a convention facility with significant ballroom <strong>and</strong> meet<strong>in</strong>g space.<br />
F<strong>in</strong>ancial Analysis<br />
A f<strong>in</strong>ancial analysis was conducted to provide an estimate of the potential operat<strong>in</strong>g results of a<br />
new, multi-purpose event venue <strong>in</strong> <strong>Coeur</strong> d’Alene. The follow<strong>in</strong>g table summarizes the<br />
estimated annual revenues <strong>and</strong> expenses that could result from the operations of the proposed<br />
facility, presented <strong>in</strong> 2008 dollars.<br />
