Other Build<strong>in</strong>g Program Considerations<br />

In addition to the specific capacity, floor size <strong>and</strong> premium amenity offer<strong>in</strong>gs discussed<br />

previously, the follow<strong>in</strong>g build<strong>in</strong>g program elements are also recommended:<br />

• Sufficient concession po<strong>in</strong>ts of sale. Current <strong>in</strong>dustry st<strong>and</strong>ards suggest 1 po<strong>in</strong>t of sale<br />

for every 300 seats.<br />

• Sufficient restrooms (1 water closet/50 seats, 1 ur<strong>in</strong>al/100 seats).<br />

• Sufficient locker rooms <strong>and</strong> dress<strong>in</strong>g rooms (at least four locker rooms, plus two to four<br />

smaller dress<strong>in</strong>g rooms).<br />

• Rigg<strong>in</strong>g grid capable of hold<strong>in</strong>g required poundage of tour<strong>in</strong>g acts with appropriate stage<br />

clearance.<br />

• State-of-the-art audio, video <strong>and</strong> light<strong>in</strong>g equipment.<br />

• Sufficient storage space for equipment, materials, supplies <strong>and</strong> other needs.<br />

• Adm<strong>in</strong>istrative offices for full-time <strong>and</strong> seasonal staff.<br />

• Ticket or box office.<br />

Fairgrounds Development Options<br />

The development of a multi-purpose event facility meet<strong>in</strong>g the build<strong>in</strong>g program specifications<br />

discussed here<strong>in</strong> would fill several areas of need <strong>in</strong> the <strong>Coeur</strong> d’Alene market. In evaluat<strong>in</strong>g the<br />

potential development of the proposed Riverstone facility, it is important to consider its potential<br />

<strong>in</strong>teractions with <strong>and</strong> impacts on exist<strong>in</strong>g event venues <strong>in</strong> the market, <strong>in</strong>clud<strong>in</strong>g the Kootenai<br />

County Fairgrounds. As discussed <strong>in</strong> the market analysis, a new facility offer<strong>in</strong>g a relatively<br />

large, clear span flat floor area could potentially attract trade shows <strong>and</strong> other flat floor events<br />

that cannot be accommodated <strong>by</strong> the Fairground’s exist<strong>in</strong>g facilities. In addition, some flat floor<br />

events may relocate from the Fairgrounds to the new facility, whose larger event space would<br />

allow event organizers to grow their events. Therefore, should the development of the proposed<br />

Riverstone facility proceed, it will be important to also consider the long-term needs <strong>and</strong><br />

opportunities of the Fairgrounds.<br />

The Fairgrounds Board has studied the potential development of a new event venue at the<br />

Fairgrounds, similar to the project now be<strong>in</strong>g envisioned at Riverstone. The best opportunity for<br />

the mutual success of both a new Riverstone facility <strong>and</strong> a new venue at the Fairgrounds is to<br />

identify dist<strong>in</strong>ct event niches that could be filled <strong>by</strong> each facility. Limit<strong>in</strong>g the extent to which<br />

the two facilities pursue overlapp<strong>in</strong>g event markets would reduce the potential for competition<br />

between the two venues. The follow<strong>in</strong>g is a discussion of development options that could be<br />

considered <strong>by</strong> the Fairgrounds Board if the proposed Riverstone facility project moves forward.<br />
